<br /> <br />Orange County 242 25-29 Regional AFH <br /> <br />Issue: Disproportionate Housing Needs <br />Housing cost burden is an issue for renters across Orange County, including in La Habra. More <br />than 10% of homes have incomplete kitchen facilities in one Census Tract in the north central part <br />of the city. <br />Contributing Factors: <br />1. High levels of overcrowding and overpayment; mismatch with housing needs. <br />2. Rising prices and rents for housing far exceed recent increases in incomes. <br />3. Several affordable housing projects remain at risk of conversion. <br />4. Age of housing stock; most homes were built more than 50 years ago. <br />5. Housing rehabilitation and repairs are expensive, especially for retirees. <br />6. Limited staff for building/ code compliance make it difficult to address needs. <br />Actions: Timeframe: <br />Reduce housing instability through the following <br />actions: <br /> <br />1. Encourage ADUs, including 20% in higher <br />resource areas through annual publication <br />citywide. <br />Permit 30 ADUs; 20% in high resource <br />areas by the end of 2022 <br />2. Support and advertise HCV program to increase <br />participants. <br />Ongoing <br />3. Assist up to 200 lower-income households over <br />the planning period with ARPA-funded bill <br />assistance. <br />Assist 200 households by the end of <br />2023. <br />4. Retain affordability and condition of mobile home <br />parks and deed-restricted apartments affordable to <br />lower income households. <br />Preserve affordability of 50% of units in <br />the two city-owned mobile home parks <br />between 2021-2029. <br />5. Require replacement units per Gov’t Code 65915 <br />for lower income units demolished. <br />Ongoing, as projects are proposed <br />6. Implement inclusionary housing ordinance and <br />prioritize funding (fees) for affordable housing. <br />Develop all 100 inclusionary units, 25% <br />of which are in highest income tracts, <br />between 2021-2029. <br />7. Target affirmative marketing in low resource areas <br />at the Hillcrest Center, Boys & Girls Club, and <br />others. <br />Prepare and distribute fliers on City <br />programs by 2023. <br />Improve quality of existing housing through the <br />following actions: <br /> <br />8.
