<br /> <br />Orange County 241 25-29 Regional AFH <br /> <br />Issue: Disparities in Access to Opportunities <br />Neighborhoods in the city’s center and southeast of the center have poor environmental quality, <br />low education scores, and low economic scores. These neighborhoods are also predominantly <br />Hispanic. <br />Contributing Factors: <br />1. Lower ranking schools compared to wealthier districts in the County. <br />2. Lower graduation rate among Hispanics and other groups compared to County results. <br />3. Lower incomes due to either under- employment and or unemployment. <br />4. Need to continue investments in the children and youth of La Habra. <br />Actions: Timeframe: <br />Improve access to opportunities in low resource areas through the following <br />actions: <br /> <br />1. Operate the Child Development Division programs and assist up to 600 La <br />Habra children from lower-income families <br />Ongoing <br />2. Administer City workforce training and employment programs for 600 <br />participants in the County; increase staff fourfold <br />Ongoing <br />3. Continue to support La Habra Boys and Girls Club, serving 3,000 La Habra <br />residents each year <br />Ongoing <br />4. Continue to work with housing, employment, and community service <br />partners, as needed, evaluate, and expand partnerships and resources <br />Quarterly or as <br />needed <br />5. Retrofit two parks or recreation facilities (e.g., El-Centro-Lions, Vista) in <br />low-mod resource areas in central La Habra <br />By end of 2025 <br />6. Remediate landfill hazards with vapor devices underneath the Vista <br />Grande Park <br />Ongoing <br />7. Continue to support the children’s museum, accommodating nearly <br />95,000 visits each year <br />Ongoing <br />8. Update safety element to address climate change, EJ, and resiliency; <br />implement programs to address hazards <br />By June 2023 <br />9. Operate the Hillcrest Health and Wellness Center to serve residents in <br />need, including Central La Habra <br />Ongoing <br />10. Ensure 25% Love La Habra projects in Central La Habra Complete NTMP <br />projects in K, M, F Neighborhoods <br />Annually <br />11. Expend $2.5 million to install East Bishop storm drain By end of 2024 <br />12. Apply for SR2S grants citywide for all schools; if received, develop plan, <br />make improvements during planning period <br />By 2029 <br />13.
