Lake Forest <br />Issue: Disparities in Access to Opportunities <br />While residents overall have relatively good access to opportunities, compared to the region, <br />residents living below the FPL in the city generally have less access to opportunities than the rest <br />of the population. <br />Contributing Factors: <br />1. Lack of opportunity due to high housing costs. <br />2. Lack of access to public transportation. <br />Actions: Timeframe: <br />Increase housing supply in high opportunity areas through the <br />following actions: <br />1. Implement Program 1: Land Use Policy, Entitlements, and <br />Development Capacity (Shortfall Program), to rezone sites <br />to accommodate new residential and mixed-use <br />development at densities consistent with the City’s General <br />Plan (adopted in 2020) to meet the City’s RHNA at all <br />income levels. <br />2. Implement Program 2: Monitor Residential Capacity (No <br />Net Loss), to ensure that replacement sites identified to <br />continue to accommodate the City’s remaining RHNA <br />throughout the planning period are consistent with the <br />City’s duty to affirmatively further fair housing. <br />3. On an ongoing basis, actively recruit residents from <br />neighborhoods of concentrated poverty to serve or <br />participate on boards, committees, and other local <br />government bodies as positions are made available due to <br />the regular appointment process or vacancies. <br />Between 2021-2029, the City’s <br />goal is to promote the <br />development of 1,648 new <br />units (including 303 lower <br />income units and 167 moderate <br />income units, consistent with <br />the City’s Quantified Objectives <br />for 2021-2029) with 75% of the <br />new units located in areas of <br />moderate or high opportunity; <br />rezone 158 acres to allow for <br />the development of up to 2,965 <br />multifamily units, with 75% of <br />the units located in areas of <br />moderate or high opportunity; <br />and increase the number of <br />applications from residents <br />living in low or moderate <br />resource areas for open Board <br />and Commission positions by <br />20%. <br />Preserve existing affordable housing opportunities and prevent <br />displacement through the following actions: <br />4. Implement Program 4: Replacement of Affordable Units, to <br />ensure that affordable units that are removed from the <br />City’s housing stock are replaced in accordance with state <br />law. <br />5. Implement Program 5: Facilitate Affordable and Special <br />Needs Housing Construction, to encourage the <br />development of housing units to serve the needs of larger <br />Between 2021-2029, the City’s <br />goal will be to maintain at least <br />202 affordable housing units in <br />the City; increase the <br />proportion of new multifamily <br />units that are 3 or more <br />bedrooms by 10%; promote the <br />develop of 70 new extremely <br />low income housing units <br />(consistent with the City’s <br />Quantified Objectives for 2021- <br />EXHIBIT 6
