Newport Beach <br />Issue: Segregation and Disparities in Access to Opportunity <br />Residents across the city have relatively high access to opportunities, however, all of the city’s <br />neighborhoods are predominantly White and are classified as areas of high White segregation. <br />Homeownership rates are lower for all groups compared to the County overall, except for AAPI <br />households, who have slightly higher homeownership rate in the city. Housing cost burden is also <br />an issue for renters in the city. <br />Additionally, based on analysis of fair housing complaint data, individuals with disabilities <br />disproportionately experience discrimination in housing. <br />Contributing Factors: <br />1. High cost of housing and limited supply of affordable housing. <br />Actions: Timeframe: <br />1. Adopt and codify accessory dwelling unit (ADU) <br />regulations that facilitate and incentivize ADU <br />development beyond state law minimum requirements, <br />create new housing development incentives and fee <br />waivers, and that provide for access into areas of high <br />opportunity that contribute to the following community <br />development actions: <br />a. Increase residential development opportunities; <br />b. Maximize infill development in “built out” <br />neighborhoods; and <br />c. Increase affordable housing options. <br />2. Conduct two community workshops that will accomplish <br />the following: <br />a. Identify local issues that are influencing access to <br />opportunity; <br />b. Identify potential solutions to address those local <br />issues; <br />c. Identify opportunities to increase the housing <br />supply for all income levels; and <br />d. Establish economic development priorities to help <br />stimulate the creation of jobs and access to <br />services. <br />By June 2023, the City will adopt <br />revised ADU regulations. By <br />December 2023, the City will <br />conduct two community <br />workshops. The City will seek to <br />produce 20 to 30 ADUs per <br />calendar year within higher <br />resource areas. <br />3. Adopt an Inclusionary Housing Ordinance to ensure lower <br />income units are developed in conjunction with new <br />market-rate development equitably throughout the City <br />and higher resource Census Tracts. <br />By December 2026, the City will <br />aspire to have approved <br />between 750 and 1,000 <br />affordable housing units or to <br />have collected a commensurate <br />in-lieu affordable housing fee for <br />EXHIBIT 6
