<br /> <br />Orange County 259 25-29 Regional AFH <br /> <br /> <br />Issue: Disparities in Access to Opportunities <br />Residents across the city have relatively high access to opportunities, except for access to transit. <br />Homeownership rates in the city are higher for all groups when compared to the County. <br />However, Hispanic households have the lowest homeownership rate, and it is 20 percentage <br />points lower than the AAPI homeownership rate, which is the highest rate in the city. <br />Contributing Factors: <br />1. Location of employers <br />2. Availability, type, frequency, and reliability of public transportation <br />3. Location and type of affordable housing available <br />Actions: Timeframe: <br />1. Request the Orange County Transportation Authority explore bus route <br />options to ensure neighborhoods with concentration of low-income or <br />protected class populations have access to transportation services. <br />Ongoing <br />2. Update the City’s Circulation element to better facilitate multimodal <br />transportation to/from the lower opportunity Census Tracts to goods and <br />services. <br />By mid-March <br />2025. <br />3.
