<br /> <br />Orange County 269 25-29 Regional AFH <br /> <br />Issue: Disparities in Access to Opportunities <br />Hispanic residents (especially those living below the FPL) are less likely than other groups to live <br />in close proximity to high performing schools, or in neighborhoods with high labor force <br />participation and human capital; and are more likely to be exposed to poverty in their <br />neighborhoods. Additionally, based on analysis of fair housing complaint data, individuals with <br />disabilities disproportionately experience discrimination in housing. <br />Homeownership rates are very low for Black and Hispanic households, equaling less than half of <br />the homeownership rate for AAPI and White households . <br />Contributing Factors: <br />1. Lack of affordable housing in high opportunity areas. <br />2. Lack of public and private investment in low-resource neighborhoods. <br />Actions: Timeframe: <br />1. Create an ADU/SB 9 accelerator program and focus in <br />High Opportunity Areas within the northeast portion of <br />the City where there are predominately single-family <br />residences to expand housing choices. This program <br />could include a permit fee waiver for affordable housing <br />units, permit fast tracking, and technical assistance. <br />By 2025, the City will adopt a <br />program and mail out <br />information pertaining to the new <br />accelerator program for ADUs <br />and SB 9 developments, <br />specifically to high opportunity <br />areas. <br />2. Provide technical assistance and permit fast -tracking for <br />new ADU/SB9 development proposals and at least six <br />projects that include housing affordable to lower income <br />households annually through 2029. <br />Fast track a minimum of 10 ADU <br />and/or SB 9 developments in <br />high opportunity areas on an <br />annual basis; reduce review <br />times by 25% compared to year <br />2022. <br />3. Translate the City’s Tustin Housing Authority website and <br />factsheets promoting affordable housing opportunities <br />and ancillary support services, such as transit and <br />childcare, into Spanish, and distribute to low resource <br />areas. <br />Annually, 2023 through 2029 <br />4. Tustin Legacy (Tract 744.15) is a Master Planned <br />Community being developed. Although the tract has <br />been identified as low resource, it has been substantially <br />enhanced with new resources within recent years. The <br />area comprises 1,500 acres, of which 800 acres remain for <br />future development of a diverse housing stock, <br />community amenities, and resources. By 2029, the City <br />will continue to implement projects that increase assets <br />in the Specific Plan area as proposed by developers and <br />identified in the Tustin Legacy Backbone Infrastructure <br />By 2029, the City anticipates the <br />Tustin Legacy (Tract 744.15) to be <br />identified as a “high resource” <br />area according to TCAC/HCD <br />Opportunity Map criteria. <br />EXHIBIT 6
