Improvements will provide increased access to <br />safe and decent housing, transportation, recreation, and <br />a healthy environment. <br />5. Create a “Financial Assistance for Child Care” webpage <br />with information and links to Children’s Home Society of <br />California (CHS) and the Orange County Department of <br />Education (OCDE). These programs provide funding to <br />low-income families for childcare services. The City will <br />work with Tustin Preschool, Kiddie Academy of Tustin, or <br />other local preschool programs within Census Tract <br />755.14 to advertise and promote financial assistance <br />through pamphlets, e-blasts, and other applicable online <br />community forums (such as Facebook and NextDoor). <br />By December 2022; update <br />annually thereafter <br /> <br />Issue: Disproportionate Housing Needs <br />Housing cost burden is an issue for renters across Orange County, including in Tustin. <br />Contributing Factors: <br />1. Lack of affordable housing. <br />2. Substandard housing in low-resource areas. <br />3. High cost of housing repairs/rehabilitation. <br />Actions: Timeframe: <br />1. The City will partner with a non-profit to develop and <br />launch a CDBG funded Housing Rehabilitation Program <br />to facilitate the repair of dilapidated housing to address <br />lack of plumbing, kitchen facilities and repairs to provide <br />relief of overcrowding. Program partici pants will be <br />provided grants and/or loans to conduct necessary <br />housing updates. <br />Starting in July 2024, the program <br />will facilitate four (4) rehabilitation <br />projects to assist with reducing <br />overcrowding per year and <br />another four (4) projects will assist <br />with general habitability repairs, <br />with a total of eight (8) dwellings <br />assisted annually. <br />2. The City will amend the zoning code to require all new <br />multi-family projects to provide at least five (5) percent <br />large family units (3+ bedrooms) which will prevent <br />overcrowding and further cost burden, by addressing <br />demand for such units and increasing t he large units <br />into the local housing inventory. <br />Zoning code amended by January <br />2024. Four (4) large family units <br />will be generated annually, and 32 <br />total by 2029. <br />3. Improve housing conditions in segregated areas <br />establishing a multi-family quality rental housing <br />inspection program that focuses on high segregation <br />areas.
