<br />Preparedness Grants Manual <br />12. Emergency Management Performance Grant <br />Program <br />12.1. Alignment of the Emergency Management Performance Grant <br />Program to the National Preparedness System <br />The EMPG Program contributes to the implementation of the National Preparedness System by <br />supporting the building, sustainment, and delivery of core capabilities. Core capabilities are essential <br />for the execution of critical tasks for each of the five mission areas outlined in the Goal. The EMPG <br />Program’s allowable costs support efforts to build and sustain core capabilities across the <br />Prevention, Protection, Mitigation, Response, and Recovery mission areas described in the Goal. <br />FEMA requires recipients to prioritize grant funding to demonstrate how EMPG Program-funded <br />investments support the following: <br />.Building or sustaining those capabilities that are identified as high priority through the <br />THIRA/SPR process and other relevant information sources, such as: <br />o <br />o <br />o <br />o <br />AARs following exercises or real-world events; <br />Audit and monitoring findings; <br />Hazard Mitigation Plans; and/or, <br />Other deliberate planning products; and <br />.Closing capability gaps that are identified in the state or territory’s most recent SPR. <br />To better understand the relationship between building capabilities and closing capability gaps, <br />refer to CPG 201, Third Edition. In advance of issuing the EMPG Program awards, FEMA Regional <br />Administrators will identify individual regional priorities based on their unique knowledge of each <br />region’s preparedness and emergency management needs and will share those priorities with the <br />states and territories within their region. The final priorities will be identified and mutually agreed to <br />by the state/territory and Regional Administrator through a collaborative negotiation process. <br />Ideally, all EMPG Program-funded projects, as outlined in the approved EMPG Program Work Plan, <br />will support the priorities identified through this collaborative approach. See the EMPG Program <br />Work Plan template in the EMPG Program NOFO for additional guidance. <br />FEMA continues to place emphasis on capabilities that address the greatest risks to the security and <br />resilience of the United States. When applicable, funding should support deployable assets that can <br />be used anywhere in the Nation through automatic assistance and mutual aid agreements, <br />including, but not limited to, the EMAC. The EMPG Program supports investments that improve the <br />ability of jurisdictions nationwide to: <br />. <br />. <br />. <br />Prevent a threatened or an actual act of terrorism; <br />Protect our citizens, residents, visitors, and assets against the greatest threats and hazards; <br />Mitigate the loss of life and property by lessening the impact of future disasters; <br />94
