Logistics Planning <br />12.3.1. DISTRIBUTION MANAGEMENT PLANS <br />EMPG Program recipients are required to develop and maintain a Distribution Management (DM) <br />plan as an annex to their existing EOP. CPG 101 v3 provides guidance on the fundamentals of <br />planning and development of EOPs. The Distribution Management Plan Guide 2.0 released in Jan. <br />2022 provides information on how to develop the DM plan annex, key DM plan components, how to <br />review and update a DM plan, and how FEMA reviews and evaluates the plans. <br />A state/territory should submit its DM plan as both a Word document and PDF to its FEMA Regional <br />Grants Division. The maturity level of the plan may vary by state/territory, but the recipient is <br />required to submit a DM plan that accurately reflects the state or territory’s current capabilities and <br />capacity to distribute resources to survivors after a disaster and addresses the following <br />components: Requirements Defining; Resource Ordering; Distribution Methods; Inventory <br />Management; Transportation; Staging; and Demobilization. <br />The DM plan must be reviewed by recipients on an annual basis and updated as necessary by Sept. <br />30 of each CY. In the applicable secondary CPG 101 assessment portion of the online URT, <br />jurisdictions capture whether they have developed and incorporated a DM plan in their EOP. <br />.The DM plan should focus on the distribution of commodities and supplies such as food, water, <br />generators, and tarps to survivors following a disaster. <br />.The DM plan should address strategies/plans for: <br />o <br />o <br />o <br />o <br />o <br />o <br />o <br />Requirements Defining; <br />Resource Ordering; <br />Distribution Methods; <br />Inventory Management; <br />Staging Areas; <br />Transportation; and <br />Demobilization. <br />FEMA Regional Logistics Branch staff will work with EMPG Program recipients to provide TA during <br />the development and maintenance of their DM plans and to ensure all recipients have effective DM <br />plans capable of integrating with federal, NGOs, private sector, and SLTT stakeholders during major <br />disasters. Recipients should refer to the following for additional guidance: <br />99
