<br />Preparedness Grants Manual <br />1. Sections 2-7, unless otherwise noted, apply to all eight grant programs featured in the <br />manual. These sections are considered generic requirements and do not include how to <br />apply to the grant. <br />2. Specific direct allowable cost information, previously in program-specific chapters, has been <br />moved to the NOFOs. General cost information is in Section 3. <br />3. The Transit Security Grant Program (TSGP), Intercity Bus Security Grant Program (IBSGP), and <br />Intercity Passenger Rail (IPR) Program Chapters as well as the Homeland Security Grant <br />Program (HSGP) and Tribal Homeland Security Grant Program (THSGP) Chapters are <br />combined. <br />1.4.Overview of Preparedness Grant Programs <br />FEMA has the statutory authority to deliver numerous disaster and non-disaster (ND) financial <br />assistance programs in support of its mission, and that of the U.S. Department of Homeland Security <br />(DHS), largely through grants and cooperative agreements. These programs account for a significant <br />amount of the federal assistance funds for which FEMA is accountable. FEMA officials are <br />responsible and accountable for the proper administration of these funds pursuant to federal laws <br />and regulations, Office of Management and Budget (OMB) circulars, and federal appropriations laws <br />and principles. FEMA has developed this manual to provide uniform direction on grant policy and <br />implementation for the following grant programs. HOMELAND SECURITY GRANT PROGRAM <br />The HSGP includes a suite of risk-based grants to assist SLTT efforts in preventing, preparing for, <br />protecting against, and responding to acts of terrorism. The grants under HSGP include: <br />. <br />. <br />. <br />State Homeland Security Program (SHSP): SHSP assists SLTT efforts to build, sustain, and deliver <br />the capabilities necessary to prevent, prepare for, protect against, and respond to acts of <br />terrorism. <br />Urban Area Security Initiative (UASI): The UASI assists high-risk urban areas’ efforts to build, <br />sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and <br />respond to acts of terrorism. <br />Operation Stonegarden (OPSG): OPSG supports enhanced cooperation and coordination among <br />U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), and federal and <br />SLTT law enforcement agencies to improve overall border security. OPSG provides funding to <br />support joint efforts to secure U.S. borders along routes of ingress/egress to and from <br />international borders, to include travel corridors in states bordering Mexico and Canada, as well <br />as states and territories with international water borders. SLTT law enforcement agencies utilize <br />their own law enforcement authorities to support the border security mission and do not receive <br />any additional authority by participating in OPSG. <br />For additional information about the HSGP not found in the NOFO, manual, or other program-specific <br />guidance, contact FEMA-Grants-News@fema.dhs.gov. <br />1.4.2. TRIBAL HOMELAND SECURITY GRANT PROGRAM <br />The THSGP provides funding directly to eligible tribes to strengthen their capacity to prevent, prepare <br />for, protect against, and respond to potential terrorist attacks. <br />6
