Program Funding Guidelines and Priorities (Transit Security Grant <br />Program, Intercity Passenger Rail Program, Intercity Bus Security Grant <br />Program) <br />Costs charged to a TSGP, IPR Program, or IBSGP award must be consistent with the Uniform <br />Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, located at 2 <br />C.F.R. Part 200. <br />.NOTE: Costs charged to an IPR Program award must also be consistent with the cost principles in <br />the Federal Acquisition Regulation (FAR) Part 31.2 in lieu of 2 C.F.R. Part 200, Subpart E. Any <br />conflicts between FAR 31.2 and 2 C.F.R. Part 200, Subpart E shall be resolved in favor of the <br />applicable provision in FAR 31.2. <br />See annual program NOFO for information on program-specific priorities. <br />10.2. Changes in Scope or Objectives (Transit Security Grant Program, <br />Intercity Passenger Rail Program, Intercity Bus Security Grant Program) <br />All three Surface Transportation Security Grant Programs generally do not allow for scope or objective <br />changes unless there are extenuating circumstances (e.g., the COVID-19 or a similar pandemic <br />preventing activities). FEMA will consider scope/objective changes on a case-by-case basis if <br />extenuating circumstances are present. <br />10.3. Security Plan Requirements (Transit Security Grant Program, Intercity <br />Passenger Rail Program, Intercity Bus Security Grant Program) <br />10.3.1. TRANSIT SECURITY GRANT PROGRAM AND INTERCITY PASSENGER RAIL PROGRAM <br />The following information regarding security plan requirements is provided in 6 U.S.C. § 1134(c)(2): <br />Security plans should include the following, as appropriate: <br />. <br />. <br />A prioritized list of all items included in the public transportation agency’s security assessment that <br />have not yet been addressed; <br />A detailed list of any additional capital and operational improvements identified by DHS or the <br />public transportation agency and a certification of the public transportation agency’s technical <br />capacity for operating and maintaining any security equipment that may be identified in such list; <br />.Specific procedures to be implemented or used by the public transportation agency in response to <br />a terrorist attack including evacuation and passenger communication plans along with appropriate <br />evacuation and communication measures for the elderly and individuals with disabilities; <br />86
