Administrative Plan 7/1/2025 Page 16-34 <br />Payment Thresholds <br />Notice PIH 2018-18 recommends that the total amount that a family must pay each month—the <br />family’s monthly share of rent plus the monthly debt repayment amount—should not exceed 40 <br />percent of the family’s monthly adjusted income. However, a family may already be paying 40 <br />per cent or more of its monthly adjusted income in rent. Moreover, Notice PIH 2018-18 <br />acknowledges that PHAs have the discretion to establish “thresholds and policies” for repayment <br />agreements with families [24 CFR 982.552(c)(1)(vii)]. <br />SAHA Policy <br />SAHA has established the following thresholds for repayment of debts: <br /> The maximum amount for which SAHA will enter into a repayment <br />agreement with a family is $5,000. Debts larger must be paid down prior to <br />making payments on the repayment agreement. <br /> The maximum length of time SAHA will enter into a repayment agreement <br />with a family is 48 months. <br /> The minimum monthly payment amount for any repayment agreement is <br />$10.00. <br /> Family has the right to submit a one-time written request to change the terms of <br />the repayment agreement if they can provide evidence satisfactory to SAHA that <br />the amount due would impose a financial hardship. However, the total debt owed <br />cannot be reduced or the length of the repayment plan be extended. SAHA has the <br />right to increase the monthly payment portion if SAHA determines the new <br />monthly amount would not impose a financial hardship. <br /> <br />Execution of the Agreement <br />All repayment agreements must be in writing, dated, and signed by both the family and the PHA <br />[Notice PIH 2018-18]. <br />SAHA Policy <br />Any repayment agreement between SAHA and a family must be signed and dated by <br />SAHA and by the head of household and spouse/cohead (if applicable). <br />Due Dates <br />SAHA Policy <br />Payment due date is indicated on the monthly invoice <br />EXHIBIT 1
