Administrative Plan 7/1/2025 Page 17-18 <br />SAHA Policy <br />SAHA Request for Proposals for Rehabilitated, Newly Constructed Units, or Existing <br />Housing <br />SAHA will advertise its request for proposals (RFP) for rehabilitated, newly constructed <br />or existing housing in newspapers of general circulation (to be identified at the time of <br />publication). <br />In addition, SAHA will post the RFP and proposal submission and rating and ranking <br />procedures on its website. The advertisement will remain on SAHA’s website until such <br />time as the application period is closed. <br />The advertisement will state the number of vouchers available to be project-based, the <br />type of units that will be considered, the submission deadline, and will note how to obtain <br />the full RFP with information on the application and selection process. Advertisements <br />will also contain a statement that participation in the PBV program requires compliance <br />with Fair Housing and Equal Opportunity (FHEO) requirements and that the Federal <br />Labor Standard provisions may be applicable for new and rehabilitation projects. <br />SAHA will date and time stamp all applications upon receipt. Applications received after <br />the published deadline date will not be accepted for consideration under the RFP process. <br />Postmarks are not acceptable. <br />In order for the proposal to be considered, the owner must submit the proposal to SAHA <br />by the published deadline date, and the proposal must respond to all requirements as <br />outlined in the RFP and be in compliance with all HUD program requirements. <br />Incomplete proposals will not be reviewed. SAHA reserves the right to reject applications <br />at any time for misinformation, errors, or omissions of any kind. <br />SAHA may rate and rank proposals using the following criteria, including but not limited <br />to: <br />Owner experience and capability to build or rehabilitate housing as identified in <br />the RFP; <br />If applicable, the extent to which services for special populations are provided on <br />site or in the immediate area for occupants of the property. <br />EXHIBIT 1
