LEASE UP [FR Notice 1/24/22] <br />Once the PHA determines that the family or youth meets HCV eligibility requirements, the youth <br />will be issued an FYI voucher in accordance with PHA policies. <br />During the family briefing, PHAs must inform the FYI voucher holder of: <br /> The extension of assistance provisions and requirements; <br /> The availability of the FSS program and offer them an FSS slot, if available, or offer to place <br />them on the FSS waiting list (provided the PHA has an FSS program); and <br /> The supportive services available to them, the existence of any other programs or services, <br />and their eligibility for such programs and services. However, participation in supportive <br />services cannot be required as a condition of receiving FYI assistance. <br />SAHA Policy <br />Eligible applicants will be notified by SAHA in writing following policies in Section 3- <br />III.F. of this policy. FYI youth will be briefed individually or in a group setting. SAHA <br />will provide all aspects of the written and oral briefing as outlined in Part I of Chapter 5. <br />Vouchers will be issued in accordance with PHA policies in Chapter 5, Part II, except <br />that SAHA will consider one additional 30-day extension beyond the first automatic <br />extension for any reason, not just those listed in the policy in Section 5-II.E. <br />Once the youth locates a unit, the PHA conducts all other processes relating to voucher issuance <br />and administration per HCV program regulations and the PHA policy in Chapter 9. <br />Should a youth fail to use the voucher, the PHA may issue the voucher to another eligible youth <br />if one has been identified [Notice PIH 2023-04]. <br />When providing education or counseling on renting housing that may include pre-1978 housing, <br />the PHA must inform participating youth of their rights under the Lead Disclosure Rule (24 CFR <br />part 35, subpart A) and the Lead Safe Housing Rule (subparts B, R, and, as applicable, F-M). <br />Turnover <br />Awards of FYI Tenant Protection Vouchers (TPVs) continue to be administered under the <br />requirements of Notice PIH 2019-20. This includes turnover requirements and the requirement to <br />inform HUD should a youth not use a voucher or leave the program. For example, FYI TPVs <br />awarded under Notice PIH 2019-20 “sunset” when a youth leaves the program. This means that <br />the PHA cannot reissue FYI TPV assistance issued under that notice to another youth when an <br />initial youth exits the HCV program. HUD does not have the authority to allow the voucher to be <br />used for a youth other than the one identified in the request. <br />For awards under Notice PIH 2023-04, if another eligible youth is not available, the PHA must <br />notify HUD before the end of the calendar year, and HUD will reduce the PHA’s HCV <br />assistance to account for the removal of the FYI assistance from the PHA’s HCV baseline. <br />EXHIBIT 1
