Construction Contract for Bristol Street Rehabilitation from Santa Clara Avenue to <br />Memory Lane <br />July 1, 2025 <br />Page 2 <br />DISCUSSION <br />The Public Works Agency's Engineering Services Division (PWA) is responsible for the <br />administration and oversight of all Capital Improvement Projects in the City. The Bristol <br />Street Rehabilitation from Santa Clara Avenue to Memory Lane Project (No. 22-6990 & <br />25-6427) will consist of grind and overlay of asphalt concrete pavement, removal and <br />replacement of concrete sidewalk, concrete accessible ramps, driveways approaches, <br />curb and gutter, and signing and striping (Exhibit 1). This project is not a widening <br />project; it is a typical street rehabilitation project similar to work recently performed on <br />Grand Avenue between First Street and McFadden Avenue and on Civic Center Drive <br />between Shelton and Flower Streets. <br />The Bristol Corridor widening plan approved by City Council in 1991 does include this <br />segment of Bristol to be widened in the future, however there is no near -term plan to <br />initiate the widening project in this segment. Widening this segment would require <br />securing a significant sum of grant funds and City Council approval of extensive right of <br />way acquisitions. Staff will evaluate and present options for widening this segment to <br />City Council in the future once the existing widening projects are completed. <br />Currently, the pavement condition in this segment has a Pavement Condition Index <br />(PCI) of 66. A PCI below 70 indicates the need for routine rehabilitation to preserve the <br />roadway's structural integrity and extend its service life. Delaying street rehabilitation on <br />this segment of Bristol would result in further deterioration of the existing pavement, <br />requiring more extensive and costly reconstruction in the future. Additionally, water <br />pipeline trenching and construction activities associated with the Well 32 improvement <br />project have contributed to the need for street improvements on Bristol Street, Memory <br />Lane, and Westwood Avenue. <br />The Well 32 project contract included $513,227 in water enterprise funding for street <br />improvements needed to restore the impacted roads. Staff engaged with the Well 32 <br />project contractor to negotiate more favorable pricing for an expanded street <br />improvement scope to include the rest of Bristol Street to deliver a complete street <br />restoration scope but was unsuccessful. The Well 32 contractor proposed unreasonably <br />high pricing for additional paving and staff determined it was in the City's best interest to <br />remove all paving related items from the Well 32 project contract and deliver the <br />pavement improvement through this separate, competitively bid street rehabilitation <br />project. <br />Staff solicited bids for the full rehabilitation of the noted street segments and the bids <br />received were indeed more favorable. Approval of the proposed contract will save the <br />City approximately $54,000 and deliver a complete street rehabilitation project reducing <br />the inconvenience to the residents that live near, or travel along, Bristol Street between <br />Santa Clara Avenue and Memory Lane.
