<br />wear and tear, and minimize traffic noise.
<br />A copy of construction plans, contracts, specifications, and all related reference
<br />materials (such as The Greenbook) are available for public review at the City's Public
<br />Works Agency, Central Files office located in City Hall.
<br />Proiect Advertisement and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, the City notified a total of 73
<br />regional vendors via PlanetBids, many of which are Santa Ana based. Furthermore,
<br />staff specifically reached out to Santa Ana vendors to encourage their participation in
<br />bids. A total of eight bids were received; no bids were received from Santa Ana
<br />contractors.
<br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register
<br />newspaper on March 20, 2025 and March 27, 2025. The project was also advertised in
<br />PlanetBids from March 19, 2025 to April 9, 2025. Bids were received electronically via
<br />PlanetBids on April 9, 2025. No bid protest was submitted by any of the bidders during
<br />the bid protest period.

<br />A total of eight bids were received and eight were deemed responsive. R.J. Noble
<br />Company submitted the lowest responsive base bid in the amount of $922,950 (Exhibit
<br />2). As specified in the bid documents, the lowest bid shall be determined on the basis of
<br />the Base Bid. Based on the bid analysis and a contractor's reference check, staff
<br />recommends awarding the construction contract to R.J. Noble Company (Exhibit 3).
<br />R.J. Noble Company has previously performed work as a prime contractor in the City of
<br />Santa Ana within the past 15 years, including Residential Street Repair, Bristol Street
<br />Rehabilitation from 17th Street to Santa Clara Avenue, Westminster Avenue
<br />Rehabilitation from Newhope Street to Harbor Boulevard, and various other street
