The project is funded by the Regional Early Action Planning Grants of 2021 (REAP 2.0) <br /> administered by the California Department of Housing and Community Development (HCD) in <br /> collaboration with the Governor's Office and Planning Research (OPR), the Strategic Growth Council <br /> (SGC), and the California Air Resources Board (GARB). As the designated Metropolitan Planning <br /> Organization (MPO)for Southern California, the Southern California Association of Governments(SCAG) <br /> released a Call for Applications for the REAP 2.0 funds. Funding for the project was awarded to OCTA <br /> who submitted the grant application on behalf of the City of Santa Ana. OCTA will administer the grant <br /> documentations and will reimburse the City of Santa Ana for the engineering and implementation of the <br /> project with REAP 2.0 funds. The consultant shall provide an understanding of the funding requirements <br /> throughout the delivery of the Project. <br /> SCOPE OF WORK <br /> The City of Santa Ana desires to retain an experienced consultant to implement the McFadden Avenue <br /> Transit Signal Priority Pilot (Project). The project length is approximately 4 miles and includes 19 <br /> signalized intersections, starting from Harbor Boulevard to Grand Avenue in the City of Santa Ana (Figure <br /> 1). The City of Santa Ana owns and operates the traffic signal along this segment of McFadden Avenue. <br /> This Scope of Work describes work elements necessary for the various tasks related to the McFadden <br /> Avenue Transit Signal Priority Pilot. The consultant shall work directly for the City of Santa Ana which is <br /> serving as the lead agency for study and implementation of transit signal priority (TSP). The major project <br /> components of this scope of work include the following elements to be completed in close coordination <br /> with OCTA: <br /> Assessment of Existing Conditions <br /> • Comprehensive data collection and field reviews <br /> • Coordinate and verify data and field reviews <br /> • Develop key performance indicators to baseline existing conditions <br /> • Identification of existing transit bottlenecks, delays, and traffic signal limitations for multimodal <br /> operations <br /> 3 <br />
