BACKGROUND <br />The Housing Authority of the City of Santa Ana (SAHA) is a medium-sized Public Housing <br />Authority located in Santa Ana, California and is funded by the U.S. Department of Housing and <br />Urban Development (HUD). SAHA has 19 full-time employees and manages over 3,142 Housing <br />Choice Vouchers (Section 8), including 100 Foster Youth to Independence Vouchers. SAHA <br />provides rental assistance in the form of Housing Choice Vouchers (HCV) Project Based <br />Vouchers, Mainstream Vouchers, Foster Youth to Independence Vouchers, and Veterans Affairs <br />Supportive Housing vouchers. These vouchers enable Housing Authority participants to rent <br />from property owners in the private market. OVERVIEW OF PROJECT <br />The Housing Authority of the City of Santa Ana (SAHA) is seeking proposals from qualified <br />organizations (Proposers) to provide services coordination for transitional-aged youth (TAY) and <br />former foster youth, aged 18-24, who are experiencing homelessness or at risk of homelessness <br />and who have been matched with a Foster Youth to Independence (FYI) voucher. Only FYI <br />voucher holders are eligible for assistance. Priority shall be given to qualifying TAY youth at the <br />Santa Ana Navigation Center (“Carnegie Homeless Shelter”). This agreement will leverage <br />Homeless Housing, Assistance, and Prevention Program (HHAP) Round 5 funding and FYI <br />voucher funding to assist FYI voucher holders to lease a rental unit in the private market, and <br />equip participants with the skills necessary to achieve self-sufficiency, maintain stable housing, <br />and prevent future episodes of homelessness. <br /> <br />Specifically, the selected provider will deliver two core services: 1) housing navigation and <br />landlord incentive services to assist the FYI voucher holder to lease a rental unit in the private <br />market; and 2) independent living skills training and life skills supportive services to maintain <br />stable housing and not return to homelessness. The housing navigation and landlord incentive <br />services will include but not be limited to housing search assistance, security deposit/utility <br />deposit/rental application/holding fees assistance, landlord recruitment and outreach, landlord <br />incentive and/or retention payments, moving expenses (including move-in fees and deposits), <br />tenant-readiness services, essential household items, and renter’s insurance. The independent <br />living skills training and life skills supportive services will include but not be limited to case <br />management, financial literacy, educational attainment, workforce development, and housing <br />stability strategies. These services will be designed to meet the unique needs of TAY and former <br />foster youth who have been matched with a FYI voucher while fostering long-term stability and <br />self-reliance. <br /> <br />See EXHIBIT I for complete Scope of Services. <br /> <br />The term “Vendor”, “Proposer”, “Consultant”, “Firm”, and “Contractor” shall refer to any legal <br />entity or entities submitting a proposal in response to this Request for Proposals (RFP). <br /> <br /> <br /> <br /> <br /> <br />EXHIBIT 1
