CITY OF SANTA ANA <br /> <br /> <br /> <br /> <br /> <br />I. BACKGROUND <br />The City of Santa Ana, California, is rich in culture and pride, the county seat of Orange County, <br />and encompasses an area of approximately 27 square miles. For more information, please visit <br />https://www.santa-ana.org/ <br />II. OVERVIEW OF PROJECT <br />The City of Santa Ana (City) is seeking proposals from qualified and experienced consultants to <br />provide comprehensive financial and technical support services for federally funded subrecipient <br />programs during the 2025–2026 Fiscal Year, July 1, 2025 through June 30, 2026. Consultants <br />must demonstrate a thorough understanding of the Uniform Administrative Requirements, Cost <br />Principles, and Audit Requirements for Federal Awards (2 CFR Part 200). See EXHIBIT I for <br />complete Scope of Services. <br /> <br />The term “Vendor”, “Proposer”, “Firm”, “Consultants”, and “Contractor” shall refer to any legal <br />entity or entities submitting a proposal in response to this Request for Proposals (RFP). <br /> <br />The selected consultant(s) will be responsible for monitoring the use of federal funds <br />administered through the following programs: <br /> <br />• Community Development Block Grant (CDBG) <br />• HOME Investment Partnerships Program (HOME) <br />• Emergency Solutions Grant (ESG) <br /> <br />The primary objective of this engagement is to ensure that all sub-awards are expended in <br />accordance with authorized program purposes and in full compliance with applicable federal <br />statutes, regulations, and the specific terms and conditions of each award. Responsibilities will <br />include, but are not limited to: <br /> <br />• Conducting comprehensive financial and compliance monitoring of subrecipients <br />• Evaluating internal controls, accounting systems, and documentation practices <br />• Providing technical assistance and corrective action guidance as needed <br />• Preparing detailed monitoring reports and documentation of findings <br />• Assisting with audit preparation and responses to federal or state inquiries <br /> <br />This initiative supports the City’s commitment to effective stewardship of public funds and the <br />promotion of transparent, accountable program management. Proposals will be evaluated based <br />on relevant experience, understanding of applicable federal requirements, technical approach, <br />and cost-effectiveness. <br /> <br />General Background <br /> <br />The City of Santa Ana is an entitlement jurisdiction, receiving its allocations directly from HUD. <br />The City’s Fiscal Year (FY) 2025-2026 allocation is anticipated to be $5,899,968 million dollars. <br />Below is an overview of the anticipated FY 2025-2026 budget: <br /> <br /> Grant Approx.
