Fund projects that provide housing and services that are Housing First <br /> compliant, per HSC section 50234(f), and delivered in a low barrier, <br /> trauma informed, and culturally responsive manner. Individuals and <br /> families assisted with these funds must not be required to receive <br /> treatment or perform any other prerequisite activities as a condition for <br /> receiving interim or permanent housing, or other services for which these <br /> funds are used. <br /> H. Include the State as an integral partner through the provision of technical <br /> assistance, sharing of best practices, and implementing an accountability <br /> framework to guide the structure of current and future state investments. <br /> 3. Definitions <br /> The following HHAP-5 program terms are defined in accordance <br /> with HSC section 50230, subdivisions (A) — (X): <br /> A. "Agency" means the Business, Consumer Services, and Housing Agency. <br /> B. "Applicant" means a Continuum of Care, city, county, or a region for <br /> purposes of the Regionally Coordinated Homelessness Action Plan <br /> requirements pursuant to this chapter. <br /> C. "City" means a city or city and county that is legally incorporated to provide <br /> local government services to its population. A city can be organized either <br /> under the general laws of this state or under a charter adopted by the local <br /> voters. <br /> D. "Continuum of Care" means the same as defined by the United States <br /> Department of Housing and Urban Development at Section 578.3 of Title <br /> 24 of the Code of Federal Regulations. <br /> E. "Coordinated Entry System" means a centralized or coordinated process <br /> developed pursuant to Section 578.7 of Title 24 of the Code of Federal <br /> Regulations, as that section read on January 10, 2019, designed to <br /> coordinate homelessness program participant intake, assessment, and <br /> provision of referrals.
