CEQA Class 32 Exemption – 400 W Warner Ave <br />April 7, 2025 <br />Page 8 of 10 <br /> <br /> <br /> <br />• List of Hazardous Waste and Substances sites from Department of Toxic Substances Control (DTSC) <br />EnviroStor database. <br /> <br />• List of Leaking Underground Storage Tank Sites from the State Water Board’s GeoTracker database. <br /> <br />• List of solid waste disposal sites identified by Water Board with waste constituents above hazardous <br />waste levels outside the waste management unit. <br /> <br />• List of “active” Cease and Desist Orders and Cleanup and Abatement Orders from Water Board. <br /> <br />• List of hazardous waste facilities subject to corrective action pursuant to Section 25187.5 of the Health <br />and Safety Code, identified by DTSC. <br /> <br />Based on a review of the Cortese List maintained by the CalEPA, the Project site is not identified as a <br />hazardous materials site pursuant to Government Code Section 65962.5.4 According to the EnviroStor <br />database, the Project site has an active listing due to the previous underground gasoline tank onsite.5 <br />However, as part of the Project, a full Liquid Boot vapor barrier would be installed. As the Project is not <br />located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government <br />Code, Condition e) would not apply. <br /> <br />f) Condition f) requires consideration of whether the Project may cause a substantial adverse change in the <br />significance of a historical resource. The definition of "historical resources" is contained in CEQA <br />Guidelines Section 15064.5. The City of Santa Ana maintains a Citywide Historic Resources Map and list <br />identifying the City’s historic properties and districts. Although the existing building is over 50 years old, <br />it is not listed as a significant historical resource in the Citywide Historic Resources Map.6 Furthermore, <br />the Project consists of a retrofit and the existing 57,705 sf building and parking lot will remain intact. <br />Therefore, the Project would not cause a substantial adverse change in the significance of a historical <br />resource, and Condition f) would not apply. <br /> <br />C. Conclusion <br />Based on the technical analyses prepared for the Project, the Project would not result in any significant <br />environmental impacts.
