Planning and Building Agency <br />Item # XX <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />July 28, 2025 <br />Topic: Conditional Use Permit No. 2025-12 – Extra Space Storage (1030 E. Fourth <br />Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving Conditional Use Permit No. 2025-12 to allow the expansion <br />of an existing self-storage facility, including modifications to the required yard standards, <br />as conditioned. <br />EXECUTIVE SUMMARY <br />Extra Space Properties 103, LLC (“Applicant” and “Property Owner”), is requesting <br />approval of Conditional Use Permit (CUP) No. 2025-12 to expand an existing self-storage <br />facility at 1030 E. Fourth Street (“Project”). The Project is located in the UN-2 District of <br />the Transit Zoning Code Specific Development (SD-84). This request is made pursuant <br />to Section 41-2007 of the Santa Ana Municipal Code (SAMC), which requires Planning <br />Commission approval of a Conditional Use Permit (“CUP”) for self-storage facility <br />expansions. As part of the request for a CUP, pursuant to SAMC Section 41-650, the <br />Applicant is also requesting modifications to regulations set forth in SAMC Section 41- <br />475(b), which requires a minimum 10-foot landscaped yard strip adjacent to arterial <br />streets; Section 41-475(d), mandating landscaping for all required yards; and Section 41- <br />477(k), requiring a 10-foot-wide landscaped planter along interior lot lines abutting non- <br />industrial property – regulations that are intended to provide landscaped open spaces to <br />buffer between surrounding properties. <br />Staff is recommending approval of the proposed expansion of the existing self-storage <br />facility, as it is consistent with the General Plan land use designation and supports several <br />General Plan goals and policies. The Project encourages economic growth by creating <br />jobs and attracting investment, while its design ensures compatibility with the surrounding <br />neighborhood and enhances the area’s physical character. The proposed expansion has <br />been carefully developed to minimize impacts on the surrounding community. The Project <br />will provide improved storage options for residents and businesses, serving as a valuable <br />amenity that addresses local needs and enhances convenience and quality of life for the <br />community. <br />
