Fourth Street) <br />July 28, 2025 <br />Page 2 of 10 <br />5 <br />1 <br />7 <br />1 <br />DISCUSSION <br />Project Description <br />The Applicant proposes to redevelop a portion of the existing Extra Space Storage facility <br />at 1030 E. Fourth Street. The Project involves demolishing two one-story self-storage <br />buildings, including the current rental office and manager’s apartment, as well as partially <br />demolishing two additional one-story storage buildings. In their place, a new three-story <br />self-storage building will be constructed, totaling 91,558 square feet, featuring a 1,147- <br />square-foot rental office and a 680-square-foot manager’s apartment. No changes are <br />proposed to the facility’s hours of operation. The rental office will continue to operate <br />Monday through Friday from 9:30 a.m. to 6:00 p.m., and Saturday from 9:30 a.m. to 5:30 <br />p.m., with customer access to storage units available daily from 6:00 a.m. to 10:00 p.m. <br />Architecture and Design <br />The new building will feature a contemporary industrial mill-style aesthetic, characterized <br />by a brown brick façade, aluminum windows, storefront glass, spandrel glazing, and a <br />standing seam metal roof with metal canopies. This design approach blends modern <br />materials with traditional industrial elements, resulting in a structure that reflects the <br />area’s historic character in a modern context. Spandrel glazing will be installed on the <br />east and west elevations to provide articulation and breaks in the façade while minimizing <br />aesthetic intrusion onto the adjacent residential community. Generous use of glass and <br />aluminum windows enhances openness and visual connectivity, while durable brick and <br />metal components ensure long-term resilience. <br />On-Site and Off-Site Improvements <br />Site improvements are proposed to enhance the property’s appearance, including the <br />introduction of a landscaped parkway along Fourth Street and new plantings along <br />Standard Avenue, where the frontage is sparsely vegetated and primarily gravel. New <br />wrought iron perimeter fencing and 24-inch box Pacific wax myrtle trees extending more <br />than halfway along the west property line are proposed to provide screening, enhance <br />privacy and separation between the storage facility and neighboring homes. At the rear <br />of the property facing First Street, the existing chain link fence with mesh screening and <br />barbed wire will be replaced with a concrete masonry unit (CMU) block wall. <br />New lighting will be installed around the proposed building, consisting of wall packs and <br />canopy fixtures designed to provide adequate safety and visibility while minimizing <br />impacts on adjacent residences through careful orientation and shielding. The Project will <br />provide a total of 11 parking spaces, including four electric vehicle-capable stalls and four <br />bicycle parking spaces, exceeding City requirements. <br />Additionally, an approximately 135-square-foot triangular portion along the north property <br />line, located about 30 feet from the westerly property line, will need to be vacated by the <br />City under a separate action (i.e., street vacation/abandonment). This remnant area was <br />previously an easement to allow for traffic and pedestrian visibility associated with <br />
