Fourth Street) <br />July 28, 2025 <br />Page 8 of 10 <br />5 <br />1 <br />7 <br />1 <br />With the exception of modifications to yard and landscape planter widths, the proposed <br />Project complies with SAMC Section 41-2007 and SD-84 development standards. Staff <br />has reviewed the Applicant’s request to modify the required yard and landscape planter <br />widths outlined in Sections 41-475 and 41-477 of the SAMC. While the Applicant is <br />undertaking significant alterations elsewhere on the site to enhance the facility, the <br />existing buildings along the property lines limit the ability to provide standard yard and <br />planter widths in those specific areas. Therefore, staff recommends that the Planning <br />Commission approve modifications to these requirements as part of the CUP approval, <br />as strict enforcement would cause undue hardship on the Applicant and also recognizing <br />the site constraints, context within the SD-84 zoning district, and the Applicant’s overall <br />improvements to the property. <br />General Plan Consistency <br />The Project has been designed to complement the scale of surrounding residences and <br />aligns with multiple goals and policies outlined in the General Plan, including those related <br />to Land Use, Economic Prosperity, Housing, and Urban Design, as follows: <br />•Goal LU-2: Land Use Needs – Provide a balance of land uses that meet Santa <br />Ana’s diverse needs. <br />o Policy LU-2.6: Encourage Investment – Promote rehabilitation of properties <br />and encourage increased levels of capital investment to create a safe and <br />attractive environment. <br />o Policy LU-2.7: Business Incubator – Support land use decisions that encourage <br />the creation, development, and retention of businesses in Santa Ana. <br />•Goal LU-3: Compatibility of Uses – Preserve and improve the character and <br />integrity of existing neighborhoods and districts. <br />o Policy LU-3.4: Compatible Development – Ensure that the scale and massing <br />of new development is compatible and harmonious with the surrounding built <br />environment. <br />•Goal LU-4: Complete Communities – Support a sustainable Santa Ana through <br />improvements to the built environment and a culture of collaboration. <br />o Policy LU-4.2: Public Realm – Maintain and improve the public realm through <br />quality architecture, street trees, landscaping, and other pedestrian-friendly <br />amenities. <br />•Goal EP-1: Job Creation and Retention – Foster a dynamic local economy that <br />provides and creates employment opportunities for all residents in the city. <br />•Goal EP-3: Business Friendly Environment – Promote a business friendly <br />environment where businesses thrive and build on Santa Ana’s strengths and <br />opportunities. <br />o Policy EP-3.7: Facilitating Investment – Promote a solution-based customer <br />focus in order to facilitate additional development and investment in the <br />community. <br />•Goal HE-2: Housing Supply and Diversity – A diversity of quality housing, <br />affordability levels, and living experiences that accommodate Santa Ana’s <br />residents of all household types, income levels, and age groups to foster an <br />inclusive community. <br />
