No 1 (1102 North Lacy Street) <br />October 5, 2023 <br />Page 2 <br />3 <br />7 <br />2 <br />9 <br />In addition, the applicant is requesting the following alterations: <br />•Retain one (1) non-original vinyl hung window on the second floor of the <br />primary (south) façade; <br />•Rebuild the southwest staircase as close as possible to the original while <br />satisfying building code requirements; <br />•Rehabilitate the altered handrails and guardrails at the primary (east) façade <br />staircase (southern-most staircase); and <br />•Modify the original northern-most staircase at the primary (east) façade to <br />match the proposed alterations of the other staircases. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located at the northwest corner of Lacy Street and Wellington <br />Avenue in the French Park National Register Historic District. The General Plan land use <br />designation for the site is Medium Density Residential (MR-15) and the zoning district is <br />Specific Development Plan No. 19 (SD-19), also known as the Historic French Park <br />District. The site contains a 5,266-square-foot, Minimal Traditional style two-story <br />apartment building with an attached two-car garage and a detached seven-car garage on <br />a 9,200-square-foot residential lot. The property is known as the Dehne Apts. No 1 and <br />is a contributor to the National Register-listed French Park Historic District. The historic <br />district is also listed in the California Register of Historical Resources. However, the <br />property is not individually listed in the California Register of Historical Resources or in <br />the local Santa Ana Register of Historical Properties. <br />Historic Property Description <br />The following historic property description describes the building’s original historic <br />features before recent alterations. Moreover, the description includes information <br />summarized from the 1999 French Park National Register Historic District nomination <br />form (Exhibit 4). <br />The Dehne Apts. No 1 is a two-story, nine-unit, multi-family residence located on a <br />moderately-sized parcel and constructed in a Minimal Traditional style. An attached two- <br />car garage, featuring vertical wood paneled garage doors, is to the north end of the <br />residential building, and a detached, seven-car garage (with the same wood garage doors <br />to match) is located at the parcel’s northwest corner, behind the apartment building. The <br />residence and attached garage delineate a reversed "L" -shaped plan, with a long and <br />narrow footprint parallel to North Lacy Street. Situated on a corner lot, the building <br />contains two primary facades (south and east) with rear/secondary facades facing north <br />and west. Windows throughout all facades of the building include two-over-two double- <br />hung wood windows with ogee lugs, placed individually and in pairs.
