A single, fixed wood window is located at the first floor of the east façade. <br />Decorative wood shutters flank five windows at the second floor on the primary (east) <br />façade and all but one window at the primary (south) façade. The low-pitched, hipped roof <br />with little overhang contains exposed rafters throughout. The exterior of the residence is <br />clad in original sand-finished stucco. <br />A single apartment entrance is located at the first floor of the south façade facing <br />Wellington Avenue; another single apartment entrance is at the second floor of the west <br />façade; the remaining apartment entrances are located on the first and second floors of <br />the east façade facing Lacy Street (with nine total primary apartment entrances). Only <br />the primary (south) façade entrance has wood molding and trim. The nine main <br />entrance doors are each composed of a six-panel, solid wood door with brass hardware <br />and a Judas window. Eight secondary/rear doors located on the building’s west and <br />north façades (at the first and second floors) are wood material with a single upper light. <br />Two additional, secondary pedestrian doors (solid wood doors with six panels) are at <br />the attached garage’s rear (west) façade. Two wood staircases (made entirely of wood) <br />leading to two wood balconies are at the rear (west) façade, along with a third entirely <br />wood staircase at the building’s southwest corner at the rear (west) façade. These <br />staircases and balconies serve the second floor, secondary entrances at the building’s <br />rear. At the east façade, two exterior wood staircases with concrete steps and wood <br />handrails and guardrails lead to the second floor’s main apartment entrances. These <br />staircases each have an extended roof overhang serving as a covered balcony for the <br />second floor units; the concrete staircases also provide a covered entry for the first floor <br />entrances situated below them. Concrete platforms with two concrete steps serve the <br />first floor main entrances on all facades throughout the building. <br />As described in the subsequent sections of this staff report, the building has undergone <br />alterations that ultimately resulted in the subject HEMA application being filed for the <br />Historic Resources Commission’s consideration. Exhibit 6 contains a full architectural <br />plan set with pre-alteration floor plans and elevations, as well as proposed floor plans <br />and elevations. <br />Character-Defining Features <br />Character-defining features of the Dehne Apts. No 1 that should be preserved include, <br />but may not be limited to: the apartment building’s two-story massing; reverse L-shape <br />building footprint; attached two-car garage and detached seven-car garage with wood <br />garage doors; low-pitched, hipped roof with little overhang and exposed rafters; sand- <br />finished stucco siding; original windows (two-over-two and one-over-one double-hung <br />wood windows with ogee lugs, and a single fixed wood window); a single apartment <br />entrance located at the first floor of the south façade facing East Wellington Avenue along <br />with wood molding and trim around the entrance door; a single apartment entrance at the <br />second floor of the west façade; remaining apartment entrances located on the first and <br />    <br />Historic Resources Commission 14 10/5/2023 <br />
