Based on the site and permit history described above, staff could <br />not support the proposed laundry addition as it would continue to weaken the original <br />footprint and distinction of a separate main house and detached garage, and due to its <br />visibility from the primary (east) façade. On January 16, these concerns were raised with <br />the architect upon receiving the HEMA submittal; staff subsequently facilitated a meeting <br />with the homeowner and the architect on January 25 to discuss in detail. Options <br />discussed included removing the laundry addition, relocating it to the west façade, <br />submitting a Secretary of the Interior’s Standards for Rehabilitation analysis by a third <br />party consultant in which the City would review and determine if the findings could be <br />made to support the project, or submitting the proposed project with the laundry addition <br />without Staff support. Following the meeting, the applicants elected to modify their original <br />plans with the laundry addition relocated at the west façade, which would not be visible <br />from the public right-of-way. Because the laundry addition has been relocated, staff is <br />recommending approval. <br />Project Description <br />The proposed project consists of adding a new 456-square-foot family and laundry room, <br />and 159-square-foot master bedroom expansion to the west façade, as well as an interior <br />remodel of 1,147 square feet which includes the kitchen, master bathroom and closet, <br />bedroom reconfiguration, and bathrooms. New interior access will be made between the <br />existing garage and main house, joining the two footprints internally without adding new <br />square feet. The remodel will also incorporate a new half bathroom into the existing <br />building footprint. The bedroom reconfiguration will result in the replacement of one (1) <br />original, fixed wood window at the primary (south) façade with a new operable awning <br />wood window with the same dimensions for egress purposes. The kitchen reconfiguration <br />will result in the removal of three (3) original double-hung wood windows, in which one <br />will be salvaged and replace an existing door along the primary (east) façade. The kitchen <br />windows to be removed are located in an alcove at the primary (east) façade and are not <br />easily visible from the public-right-of-way. An existing door at the primary (east) façade <br />will be removed and repurposed at the adjacent alcove. <br />The new family and laundry room addition at the west façade will be located north of a <br />reconfigured bedroom. It will require the removal of a group of three (3) non-original <br />double-hung wood windows that are part of the 1953 den addition, and removal of original <br />fenestration on the residence’s west façade consisting of four (4) double-hung wood <br />windows and one (1) fully glazed door. Although the new family/laundry room will extend <br />past the existing building footprint to the west by six-feet-ten-inches, it will be set back <br />    <br />Historic Resources Commission 73 5/8/2024 <br />
