The addition will be designed to <br />match the historic property with exterior plaster siding, flat roof and parapet, and clay tile <br />coping. The tile coping will be slightly differentiated from the original tiles in size and color <br />to indicate the addition. Three (3) sets of fully glazed French doors will be located on the <br />west façade of the family room and a new pair of wood windows without the upper sash <br />horn detail will be on the primary (south) façade facing West 19th Street. The laundry room <br />will include two new double-hung wood windows without the upper sash horn detail along <br />the west façade. <br />The new master bedroom expansion will be located at the northwest corner of the <br />residence. The master bedroom and reconfigured walk-in-closet and master bathroom <br />will require the removal of non-original windows at the west and north facades. The new <br />windows at the west and north façades will all consist of double-hung wood windows <br />without the upper sash horn detail, and a new pair of French doors will be placed on the <br />north façade. <br />Analysis of the Issues <br />As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for <br />the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, <br />Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer, <br />revised 2017). The proposed exterior modifications would be considered a rehabilitation <br />project and as such be evaluated against ten criteria. Staff has reviewed the proposed <br />modifications in comparison to the SOIS. The following is a review of the findings as they <br />pertain to the applicable criteria: <br />1. A property will be used as it was historically or be given a new use that requires <br />minimal changes to its distinctive materials, features, spaces, and spatial <br />relationships. <br />The project complies with Standard No. 1. The property currently maintains its <br />historic use as a single-family residence with a detached garage. The use is not <br />proposed to change. <br /> <br />2. The historic character of a property shall be retained and preserved. The removal <br />of historic materials or alteration of features and spaces that characterize a <br />property shall be avoided. <br />The project complies with Standard No. 2. The historic character of the subject <br />property will be retained and preserved. The proposed additions and interior <br />remodel have been designed to remove as little historic material as possible and <br />will reuse original windows/doors where feasible.
