FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />Resolution No. 2024-XX <br />Page 3 of 9 <br /> <br /> <br />iii. The project complies with Standard No. 3. The proposed <br />changes will not create a false sense of historical <br />development. The additions will be designed to be compatible <br />with the existing scale and massing of the residence, yet <br />distinct enough to discern that they are new additions through <br />the use of new, yet compatible materials and design. Although <br />the proposed family/laundry room will be partially visible from <br />the primary (south) façade, it will be set back well behind the <br />front property line and primarily located behind the existing <br />building footprint and garden wall. The addition will not <br />substantially alter the historic building footprint as it will be <br />located at the building’s secondary (west) façade. It will also <br />be understood as an addition through its use of slightly <br />differentiated tile coping from the original tiles in size and <br />color, new wood double-hung windows without the upper sash <br />horn detail, and new French doors. Therefore, the <br />architectural treatment will read as contemporary, not <br />conjectural. <br /> <br />iv. The project complies with Standard No. 5. Distinctive <br />materials, features, finishes, and construction techniques or <br />examples of craftsmanship that characterize the property will <br />be preserved. The majority of the project does not propose to <br />remove character-defining features or materials/finishes <br />readily visible on the primary (south and east) facades. <br />Although the project includes the removal of an original fixed <br />picture window west of the main entrance on the primary <br />(south) façade, it will be replaced with a new wood window of <br />the same dimensions and materials as existing. The new <br />window will be an awning style in order to comply with egress <br />requirements due to the interior remodel and new bedroom <br />location. The altered window is minimal and will not cause a <br />substantial change to the historic property as it will still <br />resemble the original picture window. The family/laundry room <br />addition will require the removal of some original windows and <br />one original door at the west façade. Because those original <br />features are not visible from the public right-of-way and <br />because a majority of character-defining-features will remain <br />throughout the historic property, the addition complies with <br />Standard No. 5. The kitchen remodel will also require the <br />removal of three (3) original double-hung wood windows on <br />the main house, however one of the windows will be <br />repurposed. Lastly, the master bedroom addition will no t <br />remove any original building features as it will expand an <br />existing rear addition.
