SCOPE OF WORK <br /> Task 1: Project Initiation/Kickoff <br /> Ascent will facilitate a project kickoff meeting with the City's planning team. It is assumed that this <br /> meeting will be virtual, but we are able to attend in person if necessary. The purpose of this meeting will <br /> be to discuss the project, resources available, specific tasks and approach, project schedule, and <br /> communication protocols. It is assumed that this will be a 1-hour meeting and will be attended by two <br /> Ascent-team-members.-AscentstafFw lLrecord-_muting-notes_an_d_wilLdistribute�copy-of the-notes ta_the <br /> attendees.A portion of this task is also dedicated to mobilizing our team internally, holding a project <br /> start-up meeting, and administrative activities in project initiation. <br /> Deliverables <br /> Attendance at kickoff meeting <br /> Meeting notes <br /> Task 2: Initial Peer Review of CEQA Exemption and Technical Analyses <br /> Ascent's CEQA and technical experts will critically review the exemption documentation and related <br /> technical analyses listed above that will were prepared by FCS.This will include a thorough review of the <br /> CEQA Compliance Memo and the following related technical analyses: <br /> Air Quality, Greenhouse Gas Emissions, and Energy Analysis (including Health Risk Assessment) <br /> • Biological Resources Analysis <br /> • Cultural Resources Analysis <br /> • Noise Analysis <br /> Note: no other studies have been identified in the FCS scope of work, and the peer review of other studies <br /> is outside of this scope of work. Should other studies be made available, we will also include the peer <br /> review of those studies for an additional negotiated fee. <br /> We will advise the city on whether the documents contain any flaws, omissions, errors, and/or generally <br /> substandard CEQA practices related to methodologies, analyses, and substantiation of conclusions. <br /> Ascent will also conduct a cursory review of modeling appendices for consistency with the technical study <br /> conclusions (if provided). Where discrepancies in the analysis are found,we will raise those deficiencies <br /> early in the process and offer solutions for the applicant and its team to resolve the issues. <br /> We will document comments and critiques through comment features in MS Word or Adobe Acrobat. <br /> Any required revisions will be completed by the applicant and resubmitted.Ascent will participate in one <br /> meeting with the city(and if desired,the applicant's team)to discuss review comments. <br /> Deliverables <br /> f Initial peer review comments, critiques, advice on solutions for the exemption documentation and <br /> the technical studies to be provided electronically in MS Word or Adobe PDF <br /> Attendance at one meeting (assumed to be virtual) by up to three Ascent staff <br /> CITY OF SANTA ANA 11 CEQA PEER REVIEW FOR THE WATERMARKE SANDPOINTE PROJECT <br />
