CITY OF SANTA ANA <br />RFP NO.: 25-046 <br />PROGRAMMABLE LOGIC CONTROLLER (PLC) PROGRAMMING AND CONSULTING SERVICES <br />SCOPE OF WORK <br />A. INTRODUCTION AND BACKGROUND <br />The City of Santa Ana is located in the County of Orange in Southern California. The City <br />encompasses 27.2 square miles and a population over 310,000 people. The City of Santa Ana <br />Public Works Agency — Water Resources Division oversees and maintains the daily operations <br />of the Water System and Sanitary Sewer System. The City of Santa Ana's water system is <br />comprised of approximately 478 miles of water main, 45 MG of storage at five (5) sites, seven <br />(7) MWD connections, 21 groundwater wells, seven (7) pump stations, four (4) pressure <br />regulating stations and utilizes two (2) pressure zones. <br />The City of Santa Ana Public Works Agency Water Resources Division is soliciting <br />proposals from qualified industrial firms to provide human machine interface/operator <br />interface terminal (HMIIOIT) and programmable logic controller (PLC) programming and <br />consulting services. The City shall select one or more firms to provide these services. It is the <br />City's intention to establish a small group of qualified contractors that will be asked to quote on <br />individual jobs presented by the City. <br />B. CONTRACTOR RESPONSIBILITIES <br />The Contractor shall provide all labor, materials, services, and equipment necessary for the <br />completion of the work entailed herein. All work shall be in accordance with applicable trade <br />practices, workmanship, meet warranties and shall conform to all applicable laws, codes and <br />regulations. Business hours are considered from 7:00 A.M. to 5.00 P.M. (Monday through <br />Friday). Any time outside of business hours of operation may be considered after <br />hours/weekends. <br />Ail work will be scheduled upon confirmation of scope and cost and completed within the time <br />agreed upon for each specific item of work. The Contractor may not begin work before <br />receiving a written Notice to Proceed by the City's Project Manager. All services, equipment <br />and materials provided by the Contractor must be in accordance with all applicable Federal, <br />State and local regulations, laws, and codes. <br />C. SCOPE OF SERVICES <br />The Contractor shall provide programmable logic controller (PLC) programming services and <br />integration on the various water resource facilities within the City of Santa Ana. The Contractor <br />must be proficient in writing PLC programs for Modicon PLCs using Momentum, Advantys, <br />Concept 2.6 and Ecostruxure Control Expert (formerly known as Unity Pro). The Contractor must <br />also be proficient in writing HMIIOIT programs/screens for Magelis HMIs using Vijeo Designer. <br />The Contractor must document all HMIIOIT and PLC programming done for the City and must <br />provide digital and printed copies of the programs written.
