CITY OF SANTA ANA <br />RFP NO.: 25-046 <br />PROGRAMMABLE LOGIC CONTROLLER (PLC) PROGRAMMING AND CONSULTING SERVICES <br />To meet the goals of this Project, the Consultant's primary objectives are as follows: <br />I. investigate and document existing control circuits for which no documentation or <br />outdated documentation exists. Including: <br />i. System design narratives <br />H. Programming process flow documentation <br />iii. Coordination spreadsheets <br />2. Troubleshoot existing control circuits to help identify root problems affecting the control <br />process <br />3. Provide PLC programming support including: <br />i. Altering existing PLC programs <br />ii. Writing new PLC programs <br />iii. Troubleshooting existing PLC programs <br />4. Provide human machine interface/operator interface terminal (HMI/OIT) support; this <br />includes: <br />i. Adding or altering new HMI/OIT screens <br />ii. Writing new HMI/OIT programs <br />iii. Troubleshooting existing HMI/OIT programs <br />5. Provide PLC maintenance support which includes: <br />i. Updating firmware <br />ii. Testing of suspect PLC components <br />iii. Point to point verification of signal wires to confirm the input/output signals are <br />reaching the PLC <br />6. Provide support for dedicated SCADA Network/Ethernet Network including: <br />i. Troubleshooting network system programs <br />ii. Problem resolution of all switches and network communications <br />To ensure that new PLC programs are consistent with former/existing PLC programming logic, <br />upon request from the City, the Contractor shall perform bench testing/factory acceptance test <br />(FAT) of the new PLC programs under the witness of a City Representative at the Contractor's <br />facility in a lab environment. Prior to field commissioning, the City must approve the results of the <br />bench test/FAT. PLC programming and field commissioning support, as described by this <br />Request for Proposal, are other critical tasks that are necessary to meet project objectives. <br />D. CODE COMPLIANCE <br />All materials and workmanship shall be in strict conformity with standards of the latest editions <br />including revisions of the following: <br />• Institute of Electrical and Electronics Engineers (IEEE) <br />• National Electrical Code (NEC) standards <br />City of Santa Ana RFP 25-046 <br />Programmable Logic Controller (PLC) Programming and Consulting Services <br />Page 16 <br />
