(9)CITY OF SANTA ANA <br />shall be easily imported and/or exported to and from those programs' respective <br />database. <br />It is recommended that the consultant utilize a GIS shapefile layer as the background from <br />Synchro in the development of the base layout files. L a t e s t Tru-Traffic Software version <br />should be used, subsequent to initial optimization, to augment and enhance green band <br />throughput (offset, splits, phase rotation); and, to incorporate specific off band coordinated <br />traffic platoons into the corridor operation as required by data analysis and field observations. <br />Sub -Task 4.2: Basic Timing Review <br />A. The consultant shall gather Caltrans standards, guidelines, and preferences for basic <br />timing parameters, including walk, pedestrian clearance, yellow, all red, and bicycle <br />clearance. <br />B. Consultant should note that proposed new pedestrian timing standards have been <br />approved at the Federal and State level. Additionally, new State standards have been <br />adopted for yellow change intervals using the 85t" percentile of a newly completed <br />speed survey for a corridor rounded up to the nearest 5-mile an hour increment or the <br />posted speed limit plus an additional 7 miles per hour (MPH) if over 30 MPH or an <br />additional 10 MPH if posted 25 MPH or less. An inclusive table is provided in the latest <br />edition of the California Manual on Uniform Traffic Control Devices (CA MUTCD). <br />PARTIES must be contacted and provide policy and guidance to the consultant for <br />calculations regarding these timing intervals. <br />C. Consultant shall prepare excel tables for each Caltrans intersection on the corridor <br />showing both existing and proposed pedestrian walk, pedestrian clearance, yellow <br />change, and all red clearance intervals based on Agency preference and guidance. <br />Timings will be used in optimized timings analysis and set on control systems in the <br />field during implementation, if not already set. <br />D. Consultant shall receive written approval of final recommended basic timing <br />parameters from all Agency prior to proceeding with optimization of the corridor. <br />Sub -Task 4.3: Concept of Operations <br />A. The consultant shall, in concert with all Agency members, develop a Concept of <br />Operations (CONOPS) for all time periods including AM, MD, PM, Weekend, and FREE <br />operational patterns or plans. CONOPS shall provide operational procedures, plans, and <br />strategies on how the traffic should flow optimally for all directions providing as many <br />successive greens as possible to the motorist whether on the primary coordinated band or <br />traversing from a primary coordinated band to another coordinated band or vice versa. <br />Planned Stops will be allowed only as a last resort and must be approved by the PTF prior <br />to implementation. <br />B. CONOPS shall consider all special generators and known congestion points/areas such <br />as freeway interchanges, schools, or shopping centers and analyze them for specific <br />circulation flows and conditions that may require special plans or queue mitigation (flush) <br />19 <br />
