Public Works Agency <br />www.santa-ana.org/pw <br />Item # 19 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />September 16, 2025 <br />TOPIC: Agreement for Waste Discharge Requirement Compliance Services <br />AGENDA TITLE <br />Agreement with EEC Environmental for Waste Discharge Requirement Compliance <br />Services (Specification No. 25-036) (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with EEC Environmental to <br />provide Waste Discharge Requirement compliance services, in an amount not to <br />exceed $1,800,000, for a term beginning September 16, 2025 and expiring September <br />15, 2028, with provisions for two, one-year extensions. (Agreement No. A-2025-XXX) <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency Water Resources Division (PWA) operates and maintains the <br />City's water and sanitary sewer systems. The water system is comprised of <br />approximately 480 miles of water main, 21 groundwater wells, seven pump stations, 10 <br />reservoirs with a storage capacity of 49 million gallons, four pressure regulating <br />stations, and seven connection points to Metropolitan Water District. The system has an <br />average daily demand of 30 million gallons from its roughly 45,500 metered service <br />connections. <br />As the owner of a sewer collections system, the City is required to comply with Waste <br />Discharge Requirements (WDR) adopted by the State Water Resources Control Board. <br />The State WDR's include requirements to maintain a high level of service and ensure <br />compliance with the regulations. Consultant support is needed for key WDR-mandated <br />programs, including Sewer System Management Plan auditing, maintenance <br />optimization, sewer system investigations, Fat, Oil, and Grease (FOG) control program <br />implementation, along with providing expertise and support in a wide range of <br />compliance programs such as water monitoring and National Pollutant Discharge <br />Elimination Systems requirements. Failure to comply with WDR requirements could <br />result in major fines. <br />
