Waste Discharge Requirement Compliance Services <br />September 16, 2025 <br />Page 2 <br />On March 3, 2025, PWA released Request for Proposals (RFP) No. 25-036 (Exhibit 1) <br />on the City's online bid management and publication system, PlanetBids, by which it <br />sought the services of qualified consulting firms to provide WDR compliance services. A <br />total of 1,083 vendors were notified and 17 vendors downloaded the RFP package. <br />The following table summarizes the participation of firms for RFP 25-036: <br />1,083 Vendors notified <br />50 Santa Ana vendors notified <br />17 Vendors downloaded the RFP Packet <br />1 Proposal received <br />0 Proposals received from Santa Ana <br />Vendors <br />The City received one proposal, which was evaluated for content and responsiveness to <br />the RFP. The proposal from EEC Environmental was comprehensive and met all the <br />City's requirements. EEC Environmental has a proven track record with the City and <br />other local municipalities to provide technical expertise as needed by staff. As such, <br />staff recommends awarding an agreement to EEC Environmental for WDR compliance <br />services (Exhibit 2). <br />EEC Environmental has previously performed work for the City in the same capacity <br />and scope as currently being requested. The continuation of their support for Waste <br />Discharge Requirements ensures consistency, efficiency, and effective delivery of <br />services. EEC Environmental is the regional leader in WDR compliance services having <br />provided similar services for over 30 cities and special districts in Southern California <br />including the City of Anaheim, the Irvine Ranch Water District, and the Costa Mesa <br />Sanitary District. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br />FISCAL IMPACT <br />Funding is available in the Fiscal Year 2025-26 budget and funding for subsequent <br />fiscal years will be included in the proposed budgets for City Council consideration. A <br />breakdown of the funding is provided in the table below. <br />
