Public Works Agency <br />www.santa-ana.org/pw <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />September 16, 2025 <br />TOPIC: Electrical Upgrade at Corporate Yard <br />AGENDA TITLE <br />Agreement with Pacific International Electric Company Inc., dba Pacific Industrial <br />Electric, for Electrical Upgrade at the Corporate Yard (Specification No. 25-075) <br />(General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Pacific Industrial Electric to <br />provide electrical improvements at the Corporate Yard in an amount not to exceed <br />$796,707, for a term beginning September 16, 2025 and expiring September 15, 2026, <br />with the option for a single one-year extension (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency (PWA) is responsible for operating and maintaining the City's <br />Corporate Yard, which serves as the central hub for the agency's operations and <br />maintenance functions. The Corporate Yard houses multiple PWA divisions, including <br />the General Maintenance Division, Water Resources Division, Fleet Services Division, <br />and Parks Maintenance Division. Additionally, the Corporate Yard supports functions of <br />other PWA divisions and City departments by providing shop and office facilities, as well <br />as storage space for machinery and equipment. <br />The Corporate Yard includes fueling stations that provide unleaded gasoline, diesel, <br />propane, and compressed natural gas (CNG) for use by City personnel and authorized <br />contractors. The site also supports the City's refuse management operations <br />by serving as a collection point for materials handled by City -operated services, and as <br />a staging location for contracted street sweeping equipment. <br />The existing electrical infrastructure at the Corporate Yard has exceeded its <br />recommended capacity. To accommodate any future site improvements that require <br />additional electrical supply, the installation of a new transformer is necessary. This <br />upgrade is essential to support the expansion of the City's zero -emissions vehicle fleet <br />through the addition of on -site electric vehicle (EV) charging stations. Furthermore, staff <br />has identified the need to install new air-conditioning units in currently non-climate- <br />
