The new transformer will ensure a reliable power supply to meet these <br />growing energy demands and support the City's long-term sustainability goals. <br />On June 5, 2025, Invitation for Bids (IFB) No. 25-075 was released on the City's online <br />bid management and publication system, PlanetBids, for qualified contractors <br />to provide electrical improvements for the City's Corporate Yard. A summary of vendor <br />participation and results is as follows: <br />591 Vendors notified <br />38 Santa Ana vendors notified <br />56 Vendors downloaded the IFP Packet <br />5 Bids received <br />0 Bids received from Santa Ana Vendors <br />Bids were opened on July 1, 2025 and evaluated (Exhibit 1). Five bids were <br />submitted by the IFB deadline, and all were determined to be responsive to the <br />specifications and meet the City's requirements. The bid submitted by Pacific Industrial <br />Electric is determined to be the lowest responsible bid, is responsive to the <br />specifications, and meets the City's requirements. Staff recommends awarding an <br />agreement to Pacific Industrial Electric (Exhibit 2) for a total estimated delivery cost of <br />$796,707, which includes $49,451 for unforeseen conditions. <br />This is the first project that Pacific Industrial Electric is undertaking with the City. The <br />company has prior experience performing electrical work for entities such as the <br />Montebello Unified School District and the County of Santa Clara. The scope of work for <br />this project includes services such as the installation of power poles, the connection of a <br />12,000-volt power distribution center, and the transfer of existing power to new <br />systems. A reference check was conducted as part of the evaluation process and the <br />results were outstanding, confirming the company's strong reputation and reliability. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br />FISCAL IMPACT <br />The funds were budgeted and available in the following account for Fiscal Year 2024- <br />2025 and will be carried forward for use in Fiscal Year 2025-2026, subject to City <br />Council approval of the carryover on October 7, 2025. City Staff will issue two Notices to <br />Proceed (NTP). The First NTP will authorize the vendor to procure materials due to long <br />lead times. Once the materials are secured, staff will coordinate with Southern <br />California Edison (SCE) and the vendor to issue a second NTP, scheduling and <br />completing the work. Once the work is scheduled, staff expects it to be completed <br />within 40 working days. <br />
