Police Department <br />www.santa-ana.org/pd <br />Item # 13 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />September 16, 2025 <br />TOPIC: Inmate Health Care Services <br />AGENDA TITLE <br />First Amendment to Agreement with California Forensic Medical Group, Inc. and <br />Wellpath (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the first amendment to the agreement with <br />California Forensic Medical Group, Inc. and Wellpath to continue to provide heath care <br />services to inmates and detainees housed at the Santa Ana Jail and exercise the first <br />one-year renewal option to extend the term through September 30, 2026 in an annual <br />amount of $3,523,310 and an additional $250,000 for emergency services as necessary <br />and at the City's sole discretion, for a total aggregate amount not to exceed <br />$13,843,556 (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />California's Board of State and Community Corrections (BSCC) requires agencies to <br />provide basic and emergency health care services for all incarcerated individuals held <br />within their custody. Current City initiatives addressing quality of life and public <br />nuisances have necessitated an elevated level of care for short-term arrestees. <br />On September 20, 2022, the City Council approved a three-year agreement with <br />California Forensic Medical Group, Inc. and Wellpath (CFMG) to provide these services <br />at the Santa Ana Jail after a competitive request for proposals process. CFMG's <br />services include direct patient care, a sick call program, health assessments, <br />administration of medications, on -site dental services, and mental health care. <br />Throughout the past three years, as the City's enforcement activity placed greater <br />emphasis on quality -of -life issues and public nuisances, medical staffing levels have <br />been adjusted to address the increased workload and associated medical concerns <br />while ensuring an appropriate standard of initial care.
