25 <br />specifies that under an accrual basis of accounting, revenues are recorded when <br />earned and expenditures are recorded when a liability is incurred, regardless of <br />when the receipt or payment of cash takes place. <br />B. Child Development Fund and Interest-Bearing Accounts (5 CCR 18064) <br />1. All contractors shall establish a fund to be known as the Child Development <br />Fund as specified in WIC 10336, except that private contractors shall <br />establish the fund in a federally insured banking institution located in <br />California. Contractors with multiple fund sources shall establish separate <br />program cost accounts for each source of funds. (WIC Sections <br />10267.5(c)(2) and 10285) <br />2. If a contractor places advanced contract funds in an interest-bearing account, <br />the interest-bearing account shall be a separate account within the Child <br />Development Fund. <br />3. Interest earned shall be retained by the contractor if <br />a. It is expended on reimbursable costs and <br />b. Except for Resource and Referral programs, earned by providing <br />subsidized child days of enrollment, beyond the minimum required to earn <br />the maximum reimbursable amount, at a rate equal to the lesser of the <br />daily contract rate or the actual program costs. <br />C. Enrollment and Attendance Accounting (WIC 10227.5 5 CCR 18065, Section <br />18, Chapter 193, Statutes of 2023 (SB 140)) <br />1. A child shall not be enrolled in more than one program for the same time <br />period on the same day. <br />2. CCTR, CHAN, CMIG and CFCC contractors shall use daily sign-in/sign-out <br />sheets as a primary source document for audit and reimbursement purposes. <br />a. On a daily basis, one of the following persons shall enter the time of arrival <br />and departure on a sign-in/sign-out sheet and shall sign the sheet using <br />their full signature for both arrival and departure times: <br />i. The parent or other adult authorized by the parent to drop off/pick up a <br />child; or <br />ii. The staff person designated by the contractor as the person <br />responsible for entering the times of arrival and departure if the child is <br />not dropped off/picked up by a parent or other adult authorized by the <br />parent.
