64 <br />Alternative payments includes payments that are made by one childcare <br />agency to another agency or childcare provider for the provision of childcare and <br />development services, and payments that are made by an agency to a parent for <br />the parent’s purchase of childcare and development services. (WIC 10213.5(a)) <br />Alternative payment program also known as voucher-based programs, means <br />a local government agency or nonprofit organization that has contracted with the <br />CDSS pursuant to WIC 10225.5 or a migrant alternative payment program <br />pursuant to WIC 10225, to provide alternative payments and to provide support <br />services to parents and providers. Types of voucher-based programs include <br />C2AP, C3AP, CAPP, and CMAP. (WIC 10213.5(b)) <br />Applicant or contracting agency means a school district, community college <br />district, college or university, county superintendent of schools, county, city, <br />public agency, private, non-tax-exempt agency, private tax-exempt agency, or <br />other entity that is authorized to establish, maintain, or operate services. Private <br />agencies and parent cooperatives, duly licensed by law, shall receive the same <br />consideration as any other authorized entity with no loss of parental decision - <br />making prerogatives as consistent with the provisions of this chapter. (WIC <br />10213.5(c)) <br />Approved work activity (also known as welfare to work activity) is an activity <br />contained in the parent’s welfare-to-work plan as described and further defined in <br />WIC 11322.6 et seq. and may include: <br />a. Unsubsidized employment; <br />b. Subsidized private sector employment; <br />c. Subsidized public sector employment; <br />d. Work experience; <br />e. On-the-job training; <br />f. Grant-based on-the-job training; <br />g. Supported work or transitional employment; <br />h. Work-study; <br />i. Self-employment; <br />j. Community or vocational education and training; <br />k. Job search and job readiness assistance; <br />l. Education directly related to employment;
