65 <br />m. Satisfactory progress in secondary school or in a course of study leading <br />to a General Education Development (GED) certification; <br />n. Mental health, substance abuse and domestic violence services; or <br />o. Other activities necessary to assist an individual in obtaining unsubsidized <br />employment. <br />Assistance Unit means a group of related persons living in the same home who <br />have been determined eligible for CalWORKs cash assistance by the county. <br />(California-DSS-Manual-EAS Eligibility and Assistance Standards, Chapter 82- <br />800 Assistance Unit) <br />Attendance means the number of children present at a childcare and <br />development facility. Attendance, for purposes of reimbursement, includes <br />excused absences by children because of illness, quarantine, illness or <br />quarantine of their parent, family emergency, or to spend time with a parent or <br />other relative as required by a court of law or that is clearly in the best interest of <br />the child. (WIC 10213.5(e)) <br />Audit Guide refers to the most recent CDSS Audit Guide, which is a resource for <br />audit requirements and guidance applicable to certain state and federal programs <br />operated by private and public organizations under agreements with the CDSS . <br />The Audit Guide should be used by independent auditors in conducting audits of <br />state and federal childcare and development programs. <br />Authorized representative means, depending upon the specific regulation, <br />either: <br />a. A person who has been delegated the responsibility to sign a child in and <br />out of a childcare program in the absence of the parent; 5 CCR 18013(f). <br />b. A person designated by the contractor to certify eligibility for subsidized <br />services and/or issue a notice of action, application for services or notice <br />of action, recipient of services; (5 CCR 18082(b), 18083(i)) <br />c. A person designated by the parent that would be allowed to review the <br />child's data file; or (5 CCR 18117(b)) <br />d. A person designated by the parent to represent the parent at a local <br />hearing upon filing an appeal after receipt of a notice of action. (5 CCR <br />18120(e)) <br />Benefit to the State means that the activity will improve knowledge or <br />expertise in areas directly related to subsidized childcare and development <br />services. (5 CCR 18013(g))
