70 <br />Displace families means to disenroll families in order to reduce service levels <br />due to insufficient funding or inability of a contractor to operate one or more sites <br />because of reasons stated in WIC 10272.5; 5 CCR 18078(e). <br />Diversion services means one-time assistance services provided by the county <br />welfare department, either in cash or in non-cash services, to an otherwise <br />CalWORKs eligible family, when the county welfare department determines that <br />such assistance will help the family avoid becoming a CalWORKs cash aid <br />recipient. (5 CCR 18400(d)) <br />Early learning and care program is defined as “Childcare and development <br />program” as set forth in WIC 10213.5. <br />Early childhood mental health consultation services means a service <br />benefitting an infant or toddler who is 0 to 36 months of age, inclusive, and is <br />served in a general childcare and development program, or a child who is 0 to 5 <br />years of age, inclusive, and is served in a family childcare home education <br />network setting funded by a general childcare and development program . (WIC <br />10281(a)(1)) <br />Education program for purposes of program quality means the environment, <br />activities, and services provided to the children. (5 CCR 18270.5) <br />Educational programs for purposes of determining need for childcare and <br />development services means either of the following: (5 CCR 18078) <br />a. Classes or courses for English language learner (ELL) or English as a <br />Second Language (ESL); or <br />b. Classes or courses to attain a high school diploma, a General Education <br />Development (GED), or a High School Equivalency (HSE) certificate, as <br />specified in Education Code Section 8263(a)(1)(B). <br />Employment agreement is a formal agreement that specifies the conditions of <br />the relationship between an individual employee and an employer including <br />compensation and expectations. Also referred to as an employment contract. <br />Environment rating scale means an instrument that measures program quality <br />by rating the education program (5 CCR 18273, the staff development program <br />(5 CCR 18274), and parent involvement and education (5 CCR 18275.) <br />Environment rating scales include the CDSS most recently used versions of the <br />following (5 CCR 18270.5(f) : <br />a. ECERS means the document entitled, Early Childhood Environment <br />Rating Scale;
