71 <br />b. ITERS means the document entitled, Infant-Toddler Environment Rating <br />Scale; <br />c. FDCCERS means the document entitled, Family Childcare Environment <br />Rating Scale; <br />d. SACERS means the document entitled, School-Age Care Environment <br />Rating Scale; <br />Expulsion means the permanent dismissal of a child from a program in <br />response to a child’s behavior. (WIC 10491) <br />Family experiencing homelessness is defined as set forth in Section <br />11434(a)(2) of title 42 of the United States Code, known as the McKinney-Vento <br />Homeless Assistance Act. <br />Family means the parents and the children for whom the parents are responsible <br />who comprise the household in which the child receiving services is living. For <br />purposes of income eligibility and family fee determination, when a child and his <br />or her siblings are living in a family that does not include their biological or <br />adoptive parent, family shall be considered the child and related siblings. (5 <br />CCR 18078(i)) <br />Family childcare home education network means an entity organized under <br />law that contracts with the CDSS pursuant to WIC 10250 to make payments to <br />licensed family childcare home providers and to provide education and support <br />services to those providers and to children and families eligible for state- <br />subsidized childcare and development services. A family childcare home <br />education network may also be referred to as a family childcare home system . <br />(WIC 10213.5(p)) <br />Family childcare homes refers to licensed childcare provided in a private home. <br />(22 CCR 102352(f)) <br />Family childcare provider or provider for purposes of implementation of <br />Building a Better Early Care and Education System (BBECES) means a <br />childcare provider who participates in a state-funded childcare and development <br />program and is either of the following: <br />a. An individual who operates a family daycare home, as defined in HSC <br />Section 1596.78, and who is licensed pursuant to the requirement in HSC <br />Section 1596.80. <br />b. An individual who provides childcare and development services in their <br />own home or in the home of the child receiving care and is exempt from <br />licensing requirements pursuant to HSC, Section 1596.792. (WIC <br />10421(b)(1)(B))
