76 <br />(commencing with Section 10270), or a migrant childcare and development <br />program, with the exception of migrant alternative payment programs, as <br />described in Chapter 6 (commencing with Section 10235), that serves children <br />from zero to five years of age, inclusive. (WIC 10491) <br />Program Director means a person who is qualified to serve as a program <br />director, pursuant WIC Sections 10242 and 10380.5. <br />Program self-evaluation process means those activities and procedures used <br />by the contractor to evaluate its program quality and compliance with applicable <br />laws, regulations, and contractual provisions. (5 CCR 18270.5(i)) <br />Provider <br />a. For purposes of abandonment of care, means any person or entity that is <br />contracted or reimbursed to provide subsidized childcare and <br />development services. This may include, but is not limited to, voucher- <br />based program providers, family childcare home provider, eligible license- <br />exempt provider, or contractor that provides subsidized childcare and <br />development services directly to children. <br />b. For purposes of implementation of Section IX, Building a Better Early Care <br />and Education System, see definition for family childcare provider <br />above. <br />Public agency or Public contractor means a school district, community college <br />district, county superintendent of schools, campus of the California State <br />University or the University of California system, county, city, or other public <br />entity under contract with the CDSS for the provision of childcare and <br />development services. (5 CCR 18013(r)) <br />Rate Sheet means a listing the rates charged by the child care provider, <br />including discount or scholarship policies, if any, along with a statement signed <br />by the provider confirming that the rates charged for a subsidized child are equal <br />to or less than the rates charged for a nonsubsidized child. (WIC 10228(c)) <br />Reasonable and necessary costs are those costs that do not exceed what an <br />ordinarily prudent person would incur in the conduct of a competitive business <br />under the circumstances prevailing at the time of the decision to incur the cost, <br />and whether the cost is of a type recognized as ordinary and necessary for the <br />operation of the entity or the proper and efficient performance of the award. (45 <br />CFR 75.404; 5 CCR 18013) <br />Recertification means the formal processes the contractor goes through to <br />collect information and documentation to determine that the family and/or child <br />continues to meet the criteria for receipt of subsidized child care and <br />development services as specified in WIC 10271(a)(1)(A) and (a)(1)(B), <br />respectively.
