2 PROJECT SUMMARY <br />and installation of landscaping and hardscape elements for the respective phase. The maximum <br />excavation would reach approximately 52 feet below grade where up to four levels of <br />subterranean parking are proposed. Approximately 420,000 cubic yards of total material would <br />be excavated and likely hauled away from the project site. <br />2.2 AGREEMENTS, PERMITS, AND APPROVALS <br />The following approvals and/or permits would be required to implement the proposed Project. The <br />environmental documentation for the proposed Project would be used to facilitate compliance with <br />federal, state, and local laws and ordinances, as well as granting permits by various federal, state, <br />and local agencies having jurisdiction over one or more aspects of the Project. <br />City of Santa Ana <br />• The Village Santa Ana Specific Plan adoption by ordinance by City Council <br />• Environmental Impact Report (EIR) certification in accordance with the California <br />Environmental Quality Act (CEQA) by resolution by City Council <br />• Development Agreement: A development agreement between the Applicant and the <br />City describing development rights and public benefits for the development pursuant <br />Government Code Section 65864 et seq. The Development Agreement will be <br />reviewed concurrently with the Village Santa Ana Specific Plan and requires adoption <br />by ordinance by City Council. <br />• Tentative Tract Map to create legal conveyable lots for project development, formalize <br />the parcel boundaries, and provide for public rights -of -way for project access.
