Exhibit A <br />July 23, 2025 <br />12 <br /> <br /> <br /> <br />Turf Replacement Guidelines Specific to All Applicant Types <br />The converted area must be covered by at least three (3) plants per 100 square feet. If the project area is <br />divided into multiple sections, such as a front yard and a back yard, each section must meet the plant minimum <br />requirement based on that section's square footage. <br />A three-inch-deep ring of mulch must surround all plants. Acceptable forms of organic mulch include <br />shredded bark, bark nuggets, or wood chips. Organic mulch should not be placed around any plants <br />installed in the bottom or sides of a vegetated swale, dry riverbed, or rock garden. Therefore, the plants <br />located within a vegetated swale, dry riverbed, or rock garden are exempt from this requirement. <br />MWDOC has the discretion to allow certain plants to be exempt from this requirement if they are plants <br />that would survive better without it, such as succulents. Projects within a CalFire designated Very High <br />Fire Severity Zone may use inorganic mulch such as rock or decomposed granite in place of organic <br />mulch. <br /> <br />No bare soil is allowed. The use of organic materials is recommended as a groundcover for any bare spaces <br />within the project area. Mulch or other permeable hardscape must cover any other bare spaces within the <br />project area. The use of any synthetic materials or rubber mulch is not allowed in the project area. <br /> <br />Pavers must not exceed 3 feet by 3 feet, must be spaced a minimum of 2 inches, and must not have grout or <br />mortar to be considered as eligible permeable hardscape. <br /> <br />Irrigation modification or conversion required for all projects: <br />x Convert overhead sprays to drip, micro-spray, bubblers, or rotating nozzles; whichever is <br />applicable; or <br />x Cap sprinkler heads or remove irrigation equipment and hand-water. <br />No overhead spray sprinklers are allowed in the completed project. <br />No synthetic turf is eligible for rebate. <br />No plants that appear to be turf are allowed. <br />Project areas converted to swimming pools/Jacuzzis, ponds, fountains, or other water containing fixtures do <br />not qualify. <br />No plants categorized as invasive to Southern California are allowed. <br />Areas which have already been converted are not eligible. <br />Areas with structures such as decks, fire pits, etc. are not eligible. <br />Customers are responsible for complying with all applicable laws, codes, policies, covenants, <br />conditions, and restrictions. <br /> <br /> <br />"!# <br /> <br />
