Exhibit A <br />July 23, 2025 <br />21 <br /> <br /> <br />Moasure device. <br />x Photos taken by inspector of project area (4 to 6), which must reflect the spray <br />irrigation at the time of inspection. Photos must be taken from appropriate <br />angles, with visible points of reference, and at a sufficient distance to allow for <br />review. <br /> <br />Measuring Sites Aerially <br />Measuring sites aerially must include: <br />x GIS or equivalent aerial measurement <br />x Please note that measuring sites aerially is allowed for pre-inspections only. <br />x Customer is to provide photos of the spray-to-drip conversion area before starting the <br />project (pre-project installation). <br />x The inspector should be capable of spotting abnormalities in pre-project photos submitted <br />by customers, and if found, should perform mandatory on-site inspections. <br />x If aerial review is not possible due to obstructions (tree coverage) or inconclusive, <br />Participant Agency should perform a physical pre-inspection as described above. <br />Photo-based Pre-inspection <br />MWDOC can perform a photo-based pre-inspection for Spray to Drip applicants who have already <br />received a pre-inspection for an accompanying Turf Replacement application, as long as the <br />requested square footage is the same. This occurs in a case-by-case scenario. <br /> <br />If the application has satisfied all of the above requirements, a Letter to Proceed is generated by <br />MWDOC and emailed to the applicant. The funding is reserved at this point and cannot increase. <br />However, the funding amount may decrease if the applicant installs less drip equipment than was <br />specified on the application or if the costs of the equipment are less than anticipated. Should the <br />application fail the pre-inspection process, the application will be denied. MWDOC reserves the <br />right to conduct, or to require Participant Agency to conduct, an on-site pre-inspection of any <br />Spray-to-Drip application should MWDOC, in its best judgment, deem it necessary to do so. <br />If the applicant is applying for the Turf Replacement Program simultaneously, an on-site <br />inspection should occur for the Spray to Drip application at the time of Turf Replacement pre- <br />Inspection. Otherwise, a photo-based approval may be conducted by MWDOC for the application. <br />Post-Inspection Procedures <br />Customer is to provide post-project installation photos (4 to 6). Photos must be taken from <br />appropriate angles, with visible points of reference, and at a sufficient distance to allow for review. <br /> <br />Prior to scheduling the post-inspection, the Application will be reviewed by MWDOC to confirm <br />the following: <br />x Application is completed in full. <br />x Payee Name and Mailing Address for Rebate Check are provided and matches that on <br />the water bill. <br />x Applicant has attached at least 3 completed conversion area pictures showing: <br />o Wide angle view of completed project area(s) <br />"!# <br /> <br />
