The Supplemental EIR for the Project is composed of the following elements: <br /> • The Village Santa Ana Specific Plan Project Draft Supplemental EIR and Technical <br /> Appendices (April 2025); <br /> • The Village Santa Ana Specific Plan Project Final Supplemental EIR (August 2025); and <br /> • Santa Ana General Plan Update Program Environmental Impact Report (GPU PEIR), <br /> SCH No. 2020029087. <br /> 1.2 DOCUMENT FORMAT <br /> The Findings of Fact is organized into the following sections: <br /> Chapter 1: Introduction outlines the organization of this document and identifies the location <br /> and custodian of the record of proceedings. <br /> Chapter 2: Project Summary provides a summary of the Project, overview of the discretionary <br /> actions required for approval of the Project, and a statement of the Project's objectives. <br /> Chapter 3: Environmental Review and Public Participation Process provides a summary of <br /> previous environmental reviews related to the Project area that took place prior to the <br /> environmental review done specifically for the Project, and a summary of public participation in <br /> the environmental review for the Project. <br /> Chapter 4: No Environmental Effects and Less Than Significant Environmental Effects <br /> without Mitigation Measure presents a summary of those environmental issue areas where no <br /> impacts or less than significant impacts would occur and a corresponding finding adopting the <br /> Initial Study and PEIR's conclusions of no impact or less than significant impacts. <br /> Chapter 5: Less Than Significant Environmental Effects with Mitigation Incorporated <br /> presents a summary of potentially significant environmental effects for which implementation of <br /> identified feasible mitigation measures would avoid or substantially reduce the environmental <br /> effects to less-than-significant levels and provides a corresponding finding for each effect. In order <br /> to ensure compliance and implementation, all of these measures are included in the Mitigation <br /> Monitoring and Reporting Program (MMRP)-for the Project and adopted as conditions of the <br /> Project by the Lead Agency. <br /> Chapter 6: Significant and Unavoidable Environmental Effects presents a summary of <br /> significant and unavoidable effects for which there are no known feasible mitigation measures <br /> that would avoid or substantially reduce the environmental effects to less-than-significant levels <br /> and provides a corresponding finding for each effect. <br /> Chapter 7: Findings Regarding Significant Irreversible Environmental Changes presents a <br /> summary of the significant irreversible environmental changes that would occur should the Project <br /> be implemented. <br /> Chapter 8: Findings Regarding Growth-Inducing Impacts presents a summary of the growth- <br /> inducing effects considered for the Project. <br /> Chapter 9: Findings Regarding Project Alternatives presents a summary of the alternatives <br /> considered for the proposed Project. <br /> Resolution No. 2025-041 <br /> Page 13 of 140 <br />
