Chapter 10: Statement of Overriding Considerations presents a summary of all of the <br /> significant unavoidable adverse impacts associated with the implementation of the proposed <br /> Project. In addition, this chapter identifies the proposed Project's substantial benefits that <br /> outweigh and override the proposed Project's significant unavoidable impacts, such that the <br /> impacts are considered acceptable. <br /> 1.3 LOCATION AND CUSTODIAN OF RECORD OF PROCEEDINGS <br /> The documents and other materials that constitute the record of proceedings upon which the <br /> City's Project approval is based are located at the City's Planning Division office at 20 Civic Center <br /> Plaza, M-20, Santa Ana, CA 92701. The City's Planning Division is the custodian of the <br /> administrative record for the project. Copies of these documents, which constitute the record of <br /> proceedings, are and at all relevant times have been and will be available upon request at the <br /> offices of the Planning Division Counter. The record of proceedings is provided in compliance with <br /> PRC Section 21081.6(a)(2) and State CEQA Guidelines Section 15091(e). <br /> Resolution No. 2025-041 <br /> Page 14 of 140 <br />
