Explanation of the Rationale: Construction and operation of the Project would increase demand <br /> for fire protection and emergency medical services over existing conditions. However, the Project <br /> would be consistent with the land use designations proposed in the GPU PEIR; thus, no new <br /> substantial unplanned growth would occur that was not previously analyzed in the GPU PEIR. <br /> Additionally, while the calls for service from the additional population and employment at the <br /> Project site could result in an increase in response times from nearby fire stations, Orange County <br /> Fire Authority (OCFA) fire protection equipment and staffing may be augmented by the City, as <br /> needed, and the Project would include payment of applicable fees to the City's general fund <br /> towards fire protection facilities. Additionally, the Project would comply with OCFA's Fire <br /> Prevention Guideline B-09 related to access driveways, access walkways to and around <br /> buildings, water supply, and siting of hydrants consistent with the California Fire Code and <br /> California Building Standards Code. Therefore, the Project's impacts on fire protection services <br /> would be less than significant. (Draft Supplemental EIR, pp. 4.11-14 —4.11-15.) <br /> Threshold PP-1: The Project would not result in substantial adverse physical impacts <br /> associated with the provision of new or physically altered police protection <br /> facilities, the construction of which could cause significant environmental <br /> impacts, in order to maintain acceptable service ratios and response times <br /> or other performance objectives for police protection services. <br /> Findings: The City finds that the Project would result in less-than-significant impacts to public <br /> services related to police protection services. The Santa Ana Police Department <br /> would review and approve the final site plans to ensure that Crime Prevention through <br /> Environmental Design measures are incorporated into the Project's design. Additionally, the <br /> Project would generate revenues for the City's general fund (in the form of property taxes, sales <br /> tax, etc.) that could be used for the provision of new police facilities in the City. Therefore, the <br /> Project's impacts on police protection services would be less than significant.
